Mission et objectifs

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

Contexte

Le Mali fait face à une crise humanitaire complexe et prolongée, marquée par l’insécurité, les déplacements forcés de populations, l’insécurité alimentaire et l’impact du changement climatique. Dans ce contexte, le Haut-Commissariat des Nations Unies pour les Réfugiés (HCR) assure la protection et l’assistance des réfugiés, des personnes déplacées internes (PDI), des rapatriés et des communautés hôtes, en étroite collaboration avec le Gouvernement, les agences des Nations Unies, les ONG partenaires et les bailleurs de fonds.

Le poste de Chargé(e) MEAL est basé au bureau du HCR à Bamako, qui assure la coordination stratégique, le suivi programmatique et l’appui technique aux sous-bureaux et partenaires de mise en œuvre à travers le pays. Le/la Chargé(e) MEAL travaille sous la supervision directe du/de la Senior Data Coordinator et en étroite collaboration avec les unités Programme, Protection, Supply, ainsi que les partenaires opérationnels.

Dans un environnement opérationnel dynamique et parfois volatile, le/la Chargé(e) MEAL joue un rôle clé dans le renforcement des systèmes de suivi, d’évaluation, de redevabilité et d’apprentissage (MEAL), afin d’assurer la qualité des interventions, la redevabilité envers les populations affectées, l’utilisation efficace des ressources et l’amélioration continue des programmes du HCR au Mali. Le poste contribue également à la production d’analyses basées sur les données, au suivi des indicateurs de performance, à la gestion des mécanismes de feedback et de plaintes, ainsi qu’au renforcement des capacités des équipes HCR et des partenaires en matière de MEAL.

Description de la tâche

Within the delegated authority and under the supervision of Head of Sub Office in Mopti or his/her designated mandated representative(s), the UNV Assistant Public Information will:

Establishment and Management of the MEAL System

  • Design, finalize, and maintain the project results framework / logical framework in alignment with the theory of change validated by the Mastercard Foundation.

  • Define, document, and regularly update all MEAL indicators (outputs, outcomes, impact), including cross-cutting indicators related to gender, youth, inclusion, employment, systems change, and safeguarding.

  • Develop, budget, and regularly update the MEAL Plan, detailing methodologies, roles and responsibilities, timelines, and required resources.

  • Ensure the systematic integration of MEAL into the annual operational planning process and the project’s strategic management.

Implementation and Performance Monitoring

  • Design, test, and deploy data collection tools tailored to the project’s different components.

  • Establish a structured system for the regular monitoring of activities, deliverables, and results.

  • Consolidate, analyze, and interpret performance data.

  • Produce and update analytical dashboards enabling real-time tracking of key performance indicators.

Data Management, Quality, and Security

  • Establish and manage a centralized, secure MEAL database.

  • Develop and implement Data Quality Assurance (DQA) procedures.

  • Ensure data traceability, evidence management and archiving.

  • Train and support teams and partners on MEAL standards and ethical data collection.

Evaluations and Studies

  • Plan and coordinate baseline, mid-term and final evaluations.

  • Develop technical terms of reference.

  • Supervise external consultants and validate deliverables.

  • Support strategic use of evaluation findings.

Accountability and Feedback Mechanisms

  • Design and operationalize accountability mechanisms.

  • Ensure safe and confidential access to feedback mechanisms.

  • Analyze beneficiary feedback and integrate it into decision-making.

  • Document actions taken in response to feedback.

Learning, Knowledge Management, and Adaptive Programming

  • Establish structured learning mechanisms.

  • Promote adaptive programming using MEAL data.

  • Produce learning briefs and case studies.

  • Disseminate best practices and lessons learned.

Reporting and Donor Accountability

  • Produce periodic narrative reports.

  • Contribute to Value for Money analyses.

  • Provide auditable data for reviews and audits.

  • Respond to ad hoc donor requests.

Coordination, Technical Support, and Capacity Strengthening

  • Provide technical MEAL support to teams and partners.

  • Strengthen capacities through training and coaching.

  • Participate in coordination and review meetings.

  • Harmonize MEAL practices across components.

Compliance, Ethics, and Safeguarding

  • Ensure compliance with ethical and data protection standards.

  • Integrate gender, youth, inclusion and safeguarding dimensions.

  • Ensure compliance with donor safeguarding requirements.

  • Perform any other related tasks as assigned.

UN Volunteers Engagement

  • Promote volunteerism and participate in UNV activities.

  • Support local volunteerism initiatives.

  • Produce reports and contributions for UNV platforms.

  • Support the UNV Buddy Programme.

Critères d’éligibilité

Âge : 18 – 80
Expérience requise : 7 années
Nationalité : Ressortissant(e), résident(e) légal(e) ou réfugié(e) dans le pays d’affectation

Langues

  • French : Fluent (requis)

  • English : Working knowledge (souhaitable)

Niveau de formation requis

Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, or related field.

Compétences et expérience

  • Bachelor’s degree minimum, Master’s degree preferred

  • Training or coursework in MEAL is an asset

  • 1–3 years of relevant professional experience

  • Experience with data collection tools and Excel

  • Familiarity with DQA, accountability and safeguarding principles

  • Strong analytical, organizational and communication skills
