PURPOSE OF DIVISION:

Through capacity building and through technical and programme support, the International Programme Division keeps the organization focused on the socio-economic and humanitarian needs of vulnerable people.

The division reinforces IR’s implementing structure to enable these people and their communities to develop themselves sustainably, and ensures that the organization is prepared to respond promptly and effectively to humanitarian crises.

The division increases the organization’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors.

JOB PURPOSE:

The FSL Coordinator is responsible for designing and implementing of food security and livelihood programs in adherence with Islamic Relief Worldwide – Mali and donor guidelines and standards. The FSL Coordinator takes overall responsibility for the quality and implementation of IRW’s FSL work in Mali providing leadership to the identification, design and implementation of FSL programming,. The Coordinator will ensure that relevant operational and technical inputs are provided in a timely and adapted manner so that the highest impact and relevance of work are achieved. Through mentoring and capacity building of the national FSL team, the Coordinator will ensure that practical implementation plans are in place for all projects, and that these plans are maintained and regularly updated. The Coordinator will also produce timely inputs to proposal development, and ensure that financial and programmatic reporting demands and deadlines are met. The coordinator will maintain an excellent situational awareness of the shifting food security and livelihoods context, contribute to programme and overall response strategy and planning processes.

SCOPE AND AUTHORITY 

Scope of the Role: The Food Security & livelihoods will be responsible for the development, design and management/monitoring of the FSL programme and ensuring the Islamic Relief Mali  programme responds to current humanitarian and development trends in the country.

KEY ACCOUNTABILITIES

In line with function and responsibilities, the Job Holder will be responsible for delivering on the following:

Programme Management and Implementation

·        Prepare and oversee programme implementation to ensure timely delivery of project activities, including identification of project areas and priority needs.

·        Assume indirect (technical) management of the FSL team, with a strong focus on coaching, mentoring and capacity building to develop technical and operational expertise.

·        Support the formation and effective operation of the new FSL team and contribute to a positive working environment.

·        Oversee the implementation of the Livelihood & Food Security projects in Mali, ensuring timeliness and delivery according to the activity plan and results frameworks.

·        Manage the Livelihoods and Food Security activities ensuring that it is meeting its intended aims and objectives and achieving impact.

·        Assure full compliance of operations with IRW’s principles, rules, regulations and policies, operational strategies and relevant reference documents and policies (Sphere, Do no harm).

Technical Leadership, Strategy and Fundraising

·        Provide technical expertise and knowledge to ensure that food security and livelihoods interventions, including cash based interventions, voucher programming, and in-kind food basket distribution and economic strengthening interventions meets appropriate minimum and technical quality standards.

·        Coordinate and/or lead relevant assessments including the Household Economic Assessment (HEA) approach (needs and baseline assessments) and emergency market assessments.

·        Create and refine operational planning and supportive budgets, and develop future FSL programme strategy in close coordination with the FSL team.

·        Working closely with the head of programmes and other sector Managers, support fundraising, including development of high quality concept notes and proposals, and country level donor engagement.

·        Identify and support opportunities for cross-sector and integrated programming.

Monitoring, Evaluation, Accountability and Learning (MEAL)

·        In consultation with the MEAL team, maintain an M&E plan which links to programme development and reporting requirements and ensure capacity building of field staff to carry out the work.

·        Lead analysis of field assessment and monitoring data, ensuring that lessons learnt are documented and integrated into ongoing programming.

·        In collaboration with IRW’s Regional FSL colleagues, maintain links to networks of technical expertise for sharing learning, experiences and evidence relevant to increasing impact.

·        Ensure relevant progress and donor reporting (narrative and financial) are delivered on time.

Capacity Building

·        Lead the identification and facilitation of capacity building measures for IRW-SS staff and partners in relation to food security and livelihoods work.

·        Provide leadership, coaching and mentoring to staff under indirect management, ensuring that they have clear objectives and receive meaningful feedback on their performance and development.

·        Contribute to situational analysis for identifying livelihoods protection and recovery needs, with due consideration for cross cutting issues within all interventions.

Collaboration and Representation

·        Along with other staff members, represent IR Mali in coordination among donors, government authorities, relevant cluster and working groups and other stakeholders at national level.

·        Work with other sector managers, staff and partners to incorporate FSL considerations in their programme activities, and to incorporate other programme considerations in FSL activities.

·        Assist with development and implementation of an effective FSL advocacy strategy at national and field levels, including clear internal and external messaging and dissemination of information.

·        Develop and maintain collaborative and effective partnerships with NGOs/CSOs and government partners.

·        Ensure, together with field team, that agreements and MoU’s are in place with state government and local civil society stakeholders to enable timely project execution 

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and empathy with the Islamic values and principles as well as commitment to IRW’s vision and mission. 

SKILLS AND COMPETENCE

  • A degree in social sciences/agriculture/economics/community development or any other related field. Relevant Post graduate studies in the field of project planning and management, public administration, gender studies, Food security and Livelihood programming, proposal writing are an advantage
  • Minimum of 5 years progressive experience in Humanitarian or development work in an international environment in similar roles
  • Demonstrated experience and skills in agriculture intervention include value chain
  • Demonstrated leadership and management skills and ability to work and build a good team.
  • Strong analytical and conceptual skills.
  • Strong commitment to social justice, promoting gender awareness and equality.
  • Good communicator in English, both written and oral
  • Good community participation skills – PRA and other methodologies.
  • Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
  • Flexible and able to live and work in stressful and insecure environments
