The UCRC is a collaborative partnership formed in 2013 between the Ministry of Health and the Ministry of Higher Education of Mali, the University of Sciences, Techniques and Technologies of Bamako, Mali (USTTB), and the, National Institute of Allergy and Infectious Diseases (NIAID) of National Institutes of Health (NIH), Bethesda, Maryland.

This collaborative partnership aims to:

  • Facilitate the development of a coordinated clinical research program in Mali
  • Enhance the existing clinical research programs and facilitate their growth and sustainability
  • Stimulate clinical research in West Africa that is guided by international standards and principles
  • Develop an excellent research environment that will foster collaborations and attract researchers worldwide

The Financial Program Manager provides administrative and financial management support to the UCRC Director and Deputy Director.  It is expected that the program manager will dedicate approximately 40 hours/week (5 day/week or 100% of full-time effort) for this position.  The position will be based at the USTTB Bamako, Mali.

Key Responsibilities:

Leadership

  • Actively participate in implementation of the vision and strategic plan to guide the organization
  • Lead the administrative budgetary management of the operational plan
  • Represent the organization at community activities to enhance the organization’s community profile
  • Foster effective team work between the committees, staff and key stakeholders
  • Promote UCRC values

Operational planning and Management

  • Serve as the day-to-day point of contact for the UCRC, Mali Service Center (MSC), Leidos, and NIAID personnel regarding operational, financial, and logistical support issues
  • Gather, organize and attend designated administrative operational support and financial meetings held with Leidos and NIAID
  • Work closely with Leidos team to receive training and knowledge skills transfer related to budget formulation and tracking
  • In collaboration with the UCRC Director and Leidos team, ensure an effective budgetary planning process is in place, using the Standard Operating Procedures for budgetary planning and procurement of resources
  • Identify resources required, by functional area, working closely with staff to execute strategy in collaboration with the UCRC Director and Leidos team
  • Create and monitor program budgets and provide programmatic financial analysis
  • Report budget versus actual on a monthly basis to the UCRC Director and Leidos team; and at the request of the UCRC Director to the Executive Committee, including analysis of factors causing performance below or above plan
  • Reviews and approves costs related to new/proposed contracts, modifications, amendments, and invoices for financial verification
  • On an annual basis, or as requested, prepare resource / financial plans for presentation to, and approval by, the UCRC Director
  • Facilitate the procurement of appropriate resources
  • Interface with Leidos, MSC, and NIAID for the procurement of resources as required to facilitate the success of the project

Community relations/advocacy

  • Communicate with stakeholders to keep them informed of the work of the organization
  • Identify changes in the community served by the organization
  • Establish good working relationships and collaborative arrangements with community groups, funders, researchers, politicians, and other organizations to help achieve the goals of the organization

Risk management

  • Identify and evaluate the risks to the organization (clients, staff, management, and volunteers including property, finances, goodwill, and image
  • Implement measures to control risks
  • Escalate unmet resource needs appropriately

Desired Education and Skills:

Education

  • Bachelor’s degree or appropriate diploma in management (or equivalent)
  • Five plus years of progressive experience in budget preparation and management technical program management

Knowledge, skills and abilities

  • Ability to coordinate resources required to manage inventory, purchasing, consultation and the organizing and budgetary planning of these activities
  • Knowledge of Microsoft software applications (Word/Power point/Excel) (in windows setting)
  • Must be bilingual in French/English
  • Ability to translate written documents from French into English and vice versa
  • Ability to prepare power point presentations, executive written word document reports or other documents on behalf of Director
  • Ability to make administrative and procedural decisions
  • Ability to apply specific budgetary and resource acquisition activities
  • Must be detail-oriented and possess strong management, and organizational skills, and the ability to prioritize multiple tasks/projects
  • Ability to exercise good judgment in planning and accomplishing goals
  • Must be able to provide input to leadership Director and Deputy Director to meet the goals and objectives in the areas of research operations, budget, resource management, and program management
  • Demonstrated excellent written and oral communication skills
