Objective

On November 10, 2022, USAID/Mali awarded the five-year Monitoring, Evaluation, and Learning (MEL) Platform contract to SI. The USAID/Mali MEL Platform will assist USAID/Mali and its partners to generate empirical data and to foster learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Mali to comply with USAID’s monitoring and evaluation guidance as mandated in the Automated Directives System (ADS), especially in ADS 201.

The Mopti Stabilization Program also known as the “Local Natural Resources Governance for Community Stabilization in Central Mali » and locally called “Kedo Diren » activity was designed to strengthen the capacity of communities to develop and implement participatory and inclusive mechanisms for the governance of natural resources to ensure their equitable access and use by the different categories of users, and thus contribute to reducing conflicts, promoting social cohesion, and ensuring stability in the Mopti region. The purpose of this ex-post evaluation is to obtain deeper insight on Kedo Diren’s achievements, the effectiveness and limitations of its interventions, and implications for scaling up. The main audiences of the evaluation are USAID, the implementing partner, and the municipalities.

The Mission will use lessons learned from the implementation of Kedo Diren to inform the design of USAID’s similar funding activity in the area. USAID will also use the results of this ex-post evaluation to smoothly extend the promotion of local convention, Bourgou production, and women and youth engagement in small ruminants and feed value chains for income growth. to more districts and communes.

Position description

SI is seeking Assistant Team Leader (ATL) to support the KEDO DIREN Activity Ex-post Evaluation.

This position requires field visits within Mali. Local/Malian candidates who meet the specified qualifications are highly encouraged to apply. The sector specialist / ATL shall have a Master’s degree in rural development and extensive experience- at least seven years evaluating projects in conflict prone areas, preferably in Mali. Experience in qualitative research methods is preferred. Work experience with USAID will be an asset and fluency in French is required. Fluency in English is preferred.  

Responsibilities

Under the supervision of the MEL Platform MEL Specialist in Mali, the ATL will work directly with Kedo Diren Ex post Evaluation Team Leader (TL) to design and implement Kedo Diren Ex-Post evaluation.

The Assistant Team Leader will also work with the MEL Platform Evaluation and Survey Services management team (Senior Evaluation specialist SES and the project Manager PM) in Bamako, and SI-HQ Project Director (PD). The ATL will contribute to the overall implementation of the evaluation including the timely production of high-quality deliverables in conformity with the SOW.

The responsibilities include:

  1. provide sector-specific expertise in rural development in Mali;
  2. contribute to the development of the desk review, the evaluation design, including methodology, instruments, work plans, the design report, draft evaluation report, and the final evaluation report considering feedback from USAID & MELP after presentations and workshops,
  3. support the TL in performing desk reviews and identifying additional information required for analysis;
  4. oversee and support training of local data collection firm and supervise this activity,
  5. facilitate the work of the local data collection firm mobilized to support data collection including in hard-to-reach areas;
  6. support the TL in the technical review of the local data collection firm’s processes for cleaning coding, analyzing qualitative data;
  7. assist the TL in the preparation and presentation of the ex-post evaluation design and key findings to USAID together with the evaluation team;
  8. provide written responses to USAID comments on the draft report and support.
  9. work collaboratively with team members. 

Qualifications

  • Master’s degree in rural development;
  • Extensive experience- at least seven years evaluating projects in conflict prone areas, preferably in Mali.
  • Extensive experience leading large, complex evaluations of projects utilizing qualitative methods; preferably of USAID projects,
  • Excellent organizational skills and ability to keep to a timeline,
  • Excellent interpersonal skills, including experience successfully interacting with USAID or other donors, implementing partners, host government officials, civil society partners, and other stakeholders,
  • Fluency in French is required,
  • Fluency in English and local language is preferred.

Period Of performance :

The tentative period of performance KEDO DIREN Activity Ex-post Evaluation for this position ATL is December 2024 to Jully 2025. 

Level of Effort

The level of effort for this assignment is approximately 40 days
