POSITION:  Building Automation Systems (BAS) Technician FSN-9, FP-5

WORK HOURS: Full-time, 40 hours per week
SALARY: Ordinarily Resident (OR): FSN-9 – 11,182,371 F CFA per year
Not-Ordinarily Resident (NOR) FP-5* – US$ 51,560 per year
*Final grade/step for NORs will be determined by Washington.

The U.S. Embassy in Bamako is seeking eligible and qualified applicants for a Building Automation Systems (BAS) Technician position in the Facilities Maintenance Section of the U.S. Embassy.
BASIC FUNCTION OF POSITION
Under the supervision of the Building Engineer, the BAS Technician is responsible for the efficient operation of all U.S. Embassy building automation systems including: main Building Automation System and associated sub-systems controls (HVAC, chiller plants, emergency power generators, fuel systems, etc.). The BAS Technician will also be responsible for maintaining the fire alarm systems and power management system.  Responsibilities also include supervision of all BAS and associated system equipment throughout the Embassy Compounds buildings, and grounds. Other duties shall include: Contracting Officer Technical Representative (COTR) for embassy maintenance contracts assigned.
QUALIFICATIONS REQUIRED
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
Completion of a Bachelor of Science or equivalent degree in Building Automation Systems, Computer Science, Electrical or Mechanical Engineering from a recognized engineering program is required.
Applicant must have a minimum of three years of experience as Building Automation Systems Technician and 2 years supervisory experience working on Building Automation Systems, Power Monitoring Systems, HVAC, and power generation. 
Level 4 Speaking/Reading French and Level 3 Speaking/Reading English is required. (English proficiency will be tested).
Must have a thorough professional knowledge of building automation systems as it relates to mechanical and electrical systems.  Must have an understanding of building construction practices and codes and contracting procedures, project scheduling, and materials of construction. Must be able to read and interpret building plans and specifications, and safety requirements.
Must be able to identify, troubleshoot and to independently correct or direct in-house maintenance staff and service contractors to remedy maintenance/repair issues.  Example:  BAS system does not provide correct temperature and building pressure, failed automatic transfer to back up generator, failures with potable water treatment/pacification system, fire alarm panel faults and sewage treatment systems.
Ability to use Microsoft Office Programs, Excel, Word, Power Point and Access.

Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.
Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
