Background:
CRS is seeking a Deputy Chief of Party/ Programs (DCoP) for the anticipated five-year USAID/Mali Conflict Mitigation Program (CMP), expected to build on the current USAID/OTI Mali Transition Initiative’s activities that supports broad-based, inclusive, and participatory democratic processes. With this project, USAID will strengthen targeted Northern communities’ resilience to conflict and radicalization by working with Malian government actors and local communities to address priority development and reconciliation needs. The project will likely include quick impact activities that respond to community needs through tangible development investments and that challenge the worldview of individuals susceptible to extremism; this small grants component will seek to reduce the isolation of target communities and increase the legitimacy of both local and central Malian government institutions through meaningful civic engagement and to strengthen the resilience of at-risk groups against violent extremism. Likely project objectives will be to: 1) Improve citizen perceptions of Malian government actors in targeted areas; 2) Strengthen communities’ social and economic resilience to negative external influences; and 3) Improve the role and voice of women and youth in political and peace processes in Mali.
Job Summary:
The DCoP will work closely with the Chief of Party (CoP) to develop and ensure full and accurate implementation of the project’s strategy and achievement of key project deliverables. The DCoP will provide overall technical leadership on all project technical streams, supervising CRS and other consortium technical staff as appropriate. Also serving as CRS’ representative on the project, the DCoP will hold ultimate responsibility for ensuring high quality and complete implementation of CRS’ scope of work, including adherence with the guiding principles and values of CRS, liaising regularly with the CRS/Mali Head of Programs (HoP) and Country Representative (CR)
Specific Responsibilities:
Lead the project’s technical implementation strategies and activities 
Under the direction of the CoP, play a leading role in establishing linkages with technical persons from relevant Ministries, local government structures, and other implementing partners.
Provide senior technical direction on the project – including strategy development and ensuring alignment with all relevant Government of Mali priorities, policies, and intervention models.
Address bottlenecks and scale up best practices to achieve high quality program implementation
Support technical contributions to the project M&E system and reporting requirements
Coordinate with the consortium M&E staff to ensure accurate and complete collection of technical inputs and data for reporting requirements.
Fulfill USAID reporting requirements in a timely manner in coordination with CRS/Mali Finance and M&E and serve as the lead for writing the report and submission to the CoP.
Budget and consortium management
Responsible for timely and accurate management and monitoring the project budget, liaising as necessary with the CMP CoP and CRS/Mali SMT if issues arise and ensuring compliance with the consortium lead and USAID policies and regulations.
As a senior staff member on the project, provide overall leadership and guidance and represent the project with the donor and other key stakeholders as necessary.
Serve as Acting Chief of Party in his/her absence, as delegated by the CoP.
Ensure management of project technical staff
Manage a team of technical staff charged with implementing the various programmatic elements of the project and ensure timely adherence to work plan deliverables.
Responsible for completing all CRS internal annual performance reviews of CRS staff working 100% under the project.
Support recruitment of CRS technical staff under the project.

Supervisory Responsibilities: Direct supervision of all CRS staff working 100% under the project.
Key Working Relationships:
Internal:CRS/Mali HoP, CRS/Mali Head of Office, CRS/Mali CR, other members of CRS/Mali SMT (as appropriate), CRS/Mali MEAL Head of Department, CRS HQ and West Africa Regional Office Technical Advisors
External:Consortium Lead CoP and other consortium member project staff, relevant Government of Mali key stakeholders, donor agencies, other implementing partners
Required Qualifications and Experience:
Minimum of seven (7) years professional experience in international development with at least five years of experience in leadership positions managing or implementing projects within a fragile or transitional state environment or security-challenged environments.
Master’s degree in development studies, political sciences, public affairs, and/or development administration.
Demonstrated management expertise in leading diverse teams, strong interpersonal skills and expertise in program management (strategy development, M&E, staff oversight) required, ideally in a complex, challenging environment
Advanced technical expertise in conflict mitigation programming, including engagement of youth and other at-risk groups and community resiliency strengthening.
Experience working in consortiums with both international and local NGO partners.
Demonstrated ability to build capacity and transfer knowledge as a trainer through formal and informal training.
Knowledge of USAID rules and regulations, including for USG contracts preferred.
Familiarity with the political, social, cultural, and security context in Mali is required.
Experience working in Northern Mali is strongly preferred.
Required Foreign Language: Fluency in French is required, with fluency/ professional proficiency in English strongly preferred.
Required Travel: Regular travel to Bamako is expected as well as up to 25% travel to project zones in Northern Mali.
