Background:
CRS is seeking an Advocacy and Empowerment Senior Technical Advisor for the anticipated five-year USAID/Mali Civic Engagement Activity. The project will aim to improve public accountability in Mali by increasing and strengthening citizens’ role in the process. This goal will be achieved by 1) strengthening mechanisms of bottom-up social accountability, 2) strengthening Civil Society Organizations (CSOs) partnerships with the government and the private sector to develop public policy and advance issues of common interest, and 3) strengthen citizens’ understanding of their rights and responsibilities, and empower them to engage with government actors. A primary measure of the success of these activities will be the extent to which they contribute to measurably more responsive and accountable service delivery at the subnational level.
Job Summary:
The Advocacy and Empowerment Senior Technical Advisor will provide overall technical guidance and leadership for integration of citizen-led, rights-based approaches to develop local actor competencies in constructive advocacy, democratic participatory processes, and transformation for empowerment as core, cross-cutting principles throughout project activities.
Specific Responsibilities:
Senior Technical Leadership
Provide overall technical guidance and leadership for integration of citizen-led, rights-based approaches to develop local actor competencies in constructive advocacy, democratic participatory processes, and transformation for empowerment as core, cross-cutting principles throughout project activities.
Ensure application of empowering and inclusive approaches to organizing for social change, with a particular focus on disadvantaged and marginalized groups.
Under the direction of the Chief of Party, play a leading role in establishing linkages with counterparts in civil society organizations and key government stakeholders at the local and district levels.
Under the direction of the Chief of Party, play a leading role in establishing a dialogue platform between Bamako-based civil society organizations and their peers at the regional, local, and district levels.
Work with project staff to ensure accurate implementation of the project’s advocacy and empowerment approaches and strategies and address bottlenecks and scale up best practices to achieve high quality program implementation
Under the guidance of the Chief of Party, represent the project in workshops, conferences and meetings, ensuring ample representation with key stakeholders.
Capacity Building
With the Chief of Party and other project staff, support assessment of the key capacity needs of partner civil society organizations and development of a unique capacity building plan for each organization.
Lead in identifying key capacity building needs of each sub-recipient in constructive advocacy, democratic participatory processes, and transformation for empowerment.
Lead the process of preparation/review of appropriate modules according to identified needs and ensure their dissemination as needed.
Using applied learning approaches, support civil society partner organizations to achieve key milestones agreed in developed capacity building plans.
Monitoring and Evaluation
Support the Monitoring, Evaluation, and Learning (M&E) Advisor in the development of innovative information communication technology (ICT) approaches to maximize impact of the project’s advocacy and empowerment strategies.
Work closely with the M&E Advisor to support civil society organizations in establishing robust and functioning internal MEAL systems and indicators related to their advocacy agenda.

Supervisory Responsibilities: Direct supervision of relevant project coordination and operations staff.
Key Working Relationships:
Internal:CRS/Mali HoP, CRS/Mali Head of Office, CRS/Mali CR, other members of CRS/Mali SMT (as appropriate), CRS/Mali MEAL Head of Department, CRS HQ and West Africa Regional Office Technical Advisors
External:Consortium Lead CoP and other consortium member project staff, relevant Government of Mali and civil society key stakeholders, civil society partner organizations
Required Qualifications and Experience:
Minimum of five (5) years professional experience in grassroots advocacy with at least three (3) years of experience in senior advisory roles in development projects. Experience supporting advocacy efforts in multiple country contexts and in transition environments strongly preferred.
Master’s degree in development studies, political sciences, public affairs, and/or development administration.
Advanced technical expertise in grassroots advocacy – including planning, tactic selection, policy and political economy analysis, network and coalition-building, etc.
Experience in developing and implementing strategic plans with diverse teams required.
Strong interpersonal and communication skills.
Demonstrated experience in applying empowering and inclusive approaches in advocacy programming to reach marginalized populations as well as to ensure gender equitable programming. Experience applying ICT as a programmatic approach preferred.
Experience working in consortiums with both international and local NGO partners.
Demonstrated ability to build capacity and transfer knowledge, especially via applied learning approaches: peer-to-peer exchanges, mentoring, ‘learning by doing’, coaching, etc.
Familiarity with the political, social, cultural, and security context in Mali is required.
Required Foreign Language: Professional proficiency in French is required, with professional proficiency in English strongly preferred.
Required Travel: Regular travel (up to 40%) in Mopti region, to Bamako, and other project regions is expected.
