The U.S. Embassy in Bamako is seeking an individual for the position of Human Resources Assistant for the Embassy’s Human Resources section.
BASIC FUNCTION OF POSITION
Under the Supervision of the Human Resources Officer, job holder serves as Post’s liaison to the Africa Regional Classification Center; Conducts periodic review of position descriptions, recommends and oversees the Employee Performance Report requirements. Incumbent processes all arrival and departure cables for Direct Hires and their payroll paperwork, oversees the administration of the bi-annual Mission Awards program, and helps manage the recruitment and separation process of all Locally Employed (LE) Staff. The incumbent serves as one of the main points of contact for all HR issues related to USDH allowances, LE Staff issues, etc. The Human Resources Assistant supervises two HR Assistants and one HR Clerk.

QUALIFICATIONS REQUIRED
Completion of college education in the field of Administration, Human Resources, Management, or Liberal Arts.
Two to five years of progressive experience in Personnel Administration or Office Management, two years in which must be or must have been in a Supervisory position.
English, French and Bambara Level IV (Fluent) is required. English Language proficiency will be tested.
Proficiency in Microsoft Applications (Microsoft Word, Excel, PowerPoint and Outlook).
Excellent customer service skills and ability to be discreet and tactful regarding personnel matters.
Strong managerial/supervisory, interpersonal and analytical skills and ability to work independently, and in confidence, with utmost tact.
SELECTION CRITERIA
Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
Current employees serving a probationary period are not eligible to apply.
Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
