CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.  
Background:
CRS seeks a Program Manager II (PMII) Monitoring, Evaluation and Applied Research Specialist for an anticipated US $13.5 million USAID contract to promote the provision and use of accurate climate information to vulnerable populations, increase the inclusion of climate change considerations into commune-level governance systems, and increase the adoption of local solutions to climate variability and change by communities. Job Summary: 
The Monitoring, Evaluation and Applied Research Specialist will be responsible for overseeing the operationalization of the Monitoring, Evaluation, Accountability and Learning (MEAL) Plan for the Mali Climate Change Adaptation Project. S/he will work closely with Program Managers and other program staff to ensure inclusion of monitoring, evaluation, accountability and learning in all programmatic activities. This PMII position requires close communication and coordination with all staff involved in project implementation to support applied research as outlined by the donor-approved M&E Plan and the Performance Management Plan (PMP). The PMII will also support MEAL-focused capacity building for staff and ensure the use of ICT4D to ensure timely data collection, management and analysis for real-time evidence-based project decision-making. The MEAL PM will ensure adherence to CRS’ newly launched MEAL policies and procedures.
Specific Responsibilities:
Implementation of MEAL systems and procedures
Implement MEAL system and make modifications based on lessons learned. Ensure the use of CRS MEAL Policies and Procedures, as well as CRS ProPack III (SMILER).
Coordinate the implementation of program evaluations/assessments, surveys and applied research on climate change adaptation.
Maintain and support the beneficiary accountability systems for the Mali Climate Change Adaptation Project. 
Ensure proper implementation of MEAL systems including: Performance Monitoring Plans, Data Quality Assessment plans and other M&E tools and formats; refine system based on lessons learned.
Work with IT staff and Global Knowledge and Information Management (GKIM) to incorporate the use of ICT4D into assessment and monitoring processes.
Ensure MEAL systems allow for timely and quality reporting both internally and externally for timely decision making.
Audit MEAL tools to ensure compliance with donor requirements and CRS’ internal MEAL Policies and Procedures.
Reporting
Assist with timely and high quality narrative reporting to USAID (monthly, quarterly and final as outlined in the reporting plan) in conjunction with the Chief of Party and the Head of Programs.
Capacity Building
Support local partner staff to oversee the effective implementation of project MEAL plans and to facilitate evidence-based program decisions.
Organize and undertake MEAL capacity building activities such as on the job training, workshops, on-line learning, etc.
Coordination
Ensure synergy between MEAL and other technical sectors within the program team, including the CRS MEAL and programming teams, to support the applied research components of the project as well as accountability.
Represent the program in various forums and foster partnership with other stakeholders.

Supervisory Responsibilities: Direct supervision of four CRS staff, and indirect supervision of partner staff in three institutions.
Key Working Relationships:
Internal:  Head of Programs; Deputy Head of Programs; Head of MEAL Department; Head of Agriculture Department; Head of Office – Mopti.
External: Consortium Chief of Party (TetraTech); Other Technical Specialists in the Consortium (CRS, TetraTech, other); local/international NGOs, and local and international Catholic agencies.
Required Qualifications and Experience:
Master’s Degree in international development, international affairs or related field and demonstrated expertise in monitoring and evaluation.
Minimum 3 to 5 years of experience in project planning and managing monitoring and evaluation systems with a  focus on accountability and learning in programs with a funding and complexity on a similar scale to this program in a non-profit, development, and/or humanitarian organization.
Prior experience working with ICT4D in monitoring and evaluations systems to collect, manage and support analysis of real-time data for effective project decision-making.
Prior experience in applied research design, implementation and documentation experience and skills; preferably in one or more of the following areas: socio-economic, climate change, agriculture, food security and/or gender.
Experience working in West Africa required. Nationals from country of operation (Mali) strongly preferred.
Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
Commitment to gender responsive/transformative programming.
Public relations skills and ability to work well both within a team and independently.
Understanding of and experience with faith-based organizations, and capacity-building principles in local partnerships desired.
Proficiency in MS Office software and statistical analysis software (e.g. STATA, R, SPSS or PSPP)
Flexibility, patience, dedication and creativity.
Required Foreign Language: Fluency in oral and written English, as well as professional proficiency in oral and written French, required. 
Required Travel: Ability to travel in-country up to 30%
