SNV Netherlands Development Organisation in Mali seeks to fill the following position: Coordinator, Accountability in Local Governance Programme (PGLR)
Based in Bamako

Project(s) Summary
The Accountability in Local Governance Programme responds directly to the current security, humanitarian and social crisis in Mali. The magnitude of the social, human and economic impact on both the population and institutions of the country requires an analysis of its root causes and creates an opportunity to promote positive change in the country based on the aspirations of the grassroots populations, their reasons for living together and their prospects for sustainable development.
Purpose and impact:
The Accountability in Local Governance Programme (PGLR) is a 5-year programme funded by the Embassy of the Netherlands and will be implemented by a consortium of three Dutch NGOs: ICCO, Oxfam Novib and SNV. The Accountability in Local Governance Programme (PGLR) will contribute to strengthening social cohesion and the development of the Northern and Central regions of Mali by building the capacity of 600 young leaders (men and women) who will implement initiatives and projects focused on civic practice of governance, accountability, cultural mediation and conflict mitigation in 11 Districts and 51 municipalities. The programme will create 180 permanent and sustainable jobs, and targets 36,000 direct beneficiaries and more than 795,000 indirect beneficiaries through the media, information and communication technologies (SMS) and roll-out social events on themes such as social cohesion, peace and sustainable development.
Targeted themes and results of PGLR: The PGLR is divided into three themes, eight results and dozens of activities that promote appropriate civic practices in response to the complex crisis in Mali today.
The 3 themes are: (1) political participation and civic control of governance and accountability; (2) the role of cultural activities and sports in the promotion of social cohesion and sustainable development; (3) the promotion of mechanisms for conflict resolution and land
Overview of the Position
Under the authority of the Consortium and under the supervision of the National Representative of SNV Mali, the incumbent is responsible for leadership and coordination of: programme planning and management; coordination of programmatic themes; political analysis; monitoring / evaluation; building programme knowledge; and development of the programme projects.
The Coordinator will provide leadership, ensuring both the performance and achievement of the GLR programme results by directing and coordinating the strategies and approaches to service delivery, promotion of learning, innovation and the development of knowledge with all stakeholders.
Key Responsibilities
Leadership:
Lead, manage and motivate a team, setting clear objectives to its members and making sure they receive constructive feedback on their performance;
Contribute to decision-making at national and regional levels as the person in charge of the technical coordination of the programme and the liaison between the steering committee and the three regional teams,
Contribute to the functionality of the Steering Committee of the Programme and the Advisory Committee of the Programme;
Represent the GLR Consortium in various forums and meetings dealing with the 3 themes of the PGRL;
Optimize complementarity between the PGLR and the other programmes financed by the Embassy of the Netherlands, Consortium members’ programmes and programmes in the same areas of intervention.
Strategic Planning & Development:
Coordinate the development of work plans and budgets for the achievement of the three projects of the GLR programme;
Contribute to the strategic objectives of change of the PGLR;
Support the development of innovative strategies for service delivery, advocacy and learning;
Ensure the current management of the programme;
Direct the strategy of resource mobilization for programme continuity.
Management of the Programme and the 3 projects:
Coordinate and direct the implementation strategy developed for the programme, and annual plans and budgets of the three projects;
Ensure proper management of the projects by the consortium members (the 3 agencies), implementing partners, and their relay structures;
Coordinate planning and conduct monitoring visits of projects / programmes;
Conduct periodic reviews with the Steering Committee, the Advisory Committee and the Embassy of the Netherlands including an adjustment strategy that will address any identified gaps ;
Contribute to the promotion of learning and innovation;
Ensure development of detailed mitigation measures and their application during emergencies.
Financial Management:
Supervise and support staff assigned to the planning, management and financial monitoring of the PGLR;
Participate in the management of programme and project budgets and in accordance with the approved in the grant agreement with the Embassy of the Netherlands in Mali.
Monitoring / Evaluation and Learning:
Coordinate monitoring and evaluation of the programme and the 3 projects;
Coordinate periodic reviews of the programme and the 3 projects
Coordinate and direct the narrative and financial reporting process,
Manage and oversee the evaluation process by ensuring the support of all stakeholders;
Support the production of reports in accordance with the grant agreement with the Embassy of the Netherlands;
Report any unresolved programmatic or financial issues to the PGLR Steering Committee;
Perform other duties as requested by the Consortium and the PGLR lead agency.
Requirements
Master’s Degree or higher degree in project/programme management, community development or related;
At Good experience in coordinating and managing projects, programmes, Consortium and Steering Committee;
Proven experience in governance, decentralization, advocacy and lobbying activities;
Proven experience in developing policies and strategies in an international organization;
Experience in managing multidisciplinary and multicultural teams;
Strong negotiations skills and the ability to demonstrate neutrality in a conflict setting and get consensus in sensitive situations;
Strong ability to make programmatic political analyses;
Strong ability to forge strategic partnerships and mobilise further resources for the programme;
Good knowledge of the principles of law, equity and inclusion;
Good knowledge of how to identify the dynamics of and mobilize youth participation in politics;
Demonstrate a high level of leadership, ability to persuade and influence;
Good interpersonal and communication skills both writing and oral ;
Strong results orientation and ability to work under pressure.
Languages: Proficient in English and French
Contract Type: International(SNV Expat Contract)
Contract Duration: 2 years with possibility to renew
Salary Scale: Hay Scale 17
