JOB SUMMARY:
The primary roles and responsibilities of the Country Monitoring & Evaluation Officer are to (a) manage and implement Right To Play’s country-level monitoring and evaluation (M&E) plan, within the RTP global M&E framework and specific to country strategies, needs and contexts; (b) coordinate and implement the monitoring of program activities, participants, and outcomes and support the development of program reports; (c) support program planning at the country level by conducting appropriate assessments and through the provision of technical assistance; (d)support program evaluations; and, (e) help the country office utilize the findings in their planning and decision-making.  The Country Monitoring & Evaluation Officer  leads the M&E system across the country and plays an active part in the global Right To Play M&E community by contributing to the organization’s  understanding of its program approaches and outcomes.. 
RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Develop and manage the monitoring and evaluation plan for RTP Mali’s programs
Assess RTP’s global indicators and M&E tools for relevance and appropriateness within Mali’s context and propose revisions as required. 
Identify gaps between global indicators/data collection tools and Mali’s program outcomes and propose ways to address gaps. 
With support and guidance from the Country Manager and the Regional M&E Officer and utilizing RTP’s global M&E guidelines, develop M&E frameworks for new programs and regularly review M&E frameworks for existing programs to ensure relevancy and effectiveness.  M&E frameworks are to include indicators, targets, data collection methods and schedules, and analysis plans. 
Support the planning for mid-term and final evaluations
% of Time:  15%
Job Responsibility #2: Coordinate and conduct data collection related to program progress and program outcomes
Coordinate and implement regular monitoring of program outcomes by leading outcome studies at least once a year. 
Utilize the global monitoring system to track program outputs (e.g. trainings conducted, number of program participants, etc…); coordinate
Coordinate the required preparations for all M&E activities (e.g. identifying and preparing participants for samples, testing and translating data collection tools, liaising with schools/communities to secure time/space etc…)
Implement qualitative (e.g. focus groups, interviews, child observations, etc…) and quantitative (e.g. surveys) tools to collect data with children, youth, Leaders, parents, partners and other stakeholders. 
Coordinate access to, and retrieval of, secondary data (e.g. school records, community-level health statistics, etc.)
Identify innovations and improvements to enhance effectiveness of the global M&E framework and systems

Job Responsibility #3:  Oversee data storage, analysis and reporting to ensure accuracy and quality.
Oversee data entry and transcribing processes (both for primary and secondary data)
Check data to ensure accuracy in data collection and data entry (e.g. conduct ‘data audits’)
Conduct rudimentary analysis on quantitative and qualitative data (e.g. descriptive analyses, identifying themes and sub-themes, etc.). 
Ensure data storage is in line with RTP standards (e.g. regarding confidentiality, etc.).
Develop and submit output, outcome, and evaluation reports to the Country Manager and the Regional M&E Officer.

Job Responsibility #4:  Build country capacity for M&E through trainings and systems development
Assess country-level capacity for successful implementation of M&E work (e.g. staff skills and knowledge, data entry and data storage systems, etc…) and develop strategies for increasing capacity (with support from Country Manager and Regional M&E Officer). 
Train data collection enumerators (e.g. program supervisors, Head Leaders, and partner staffon data collection tools and processes. 
Provide workshops as needed on M&E for country staff, partners, stakeholders, etc.

Job Responsibility #5:  Support in-country planning processes by providing technical support and facilitating the utilization of findings
Support Country Office and Regional Office in developing logic frameworks for new programs and reviewing logic frameworks for existing programs (e.g. identifying appropriate outcomes and S.M.A.R.T. indicators, etc.).
Support the development of new country-specific proposals by developing measurement plans and ensuring that proposals are aligned with the Global Measurement Strategy (as appropriate). 
Facilitate the identification and periodic review of country-specific strategic learning questions and leverage measurement activities and plans to gather ‘deeper learning questions’ that will inform strategic decision-making. 
Develop summary materials and deliver presentations on M&E findings to staff, partners, beneficiaries, and/or other stakeholders. 
Facilitate discussions of the findings amongst the country staff team and other stakeholders as appropriate to identify programming and strategic implications of the findings. 
Support the Regional Office (where applicable) in region-wide reviews of findings and discussions of strategic and programming implications.

Job Responsibility #6:  Contribute to the development and strengthening of RTP’s Global M&E Framework
Participate in RTP’s global M&E initiatives (e.g. M&E portal, M&E workshops and trainings, consultations, etc.)
Share M&E best practices, lessons learned and other insights with RTP M&E colleagues. 
Maintain regular communications with the Regional M&E Officer.
Support other global M&E initiatives as required and as agreed to by the Country Manager.

QUALIFICATIONS
EDUCATION/TRAINING/CERTIFICATION
Required (must have):
Bachelors degree in social sciences, development, or related field
Training in Monitoring and Evaluation (e.g. university courses, workshops, certificates)
Desired (asset):
University degree in international or community development or related field
EXPERIENCE
Required (must have):  
At least 3-5 years practical experience developing and implementing monitoring and evaluation frameworks (developing logic frameworks, outcomes, indicators, targets, and data collection plans).
At least 1 year of practical experience working with social programs (programming with children is a definite asset)
3 or more years leading and conducting data collection, both qualitative (focus groups, interviews, observations, etc…) and quantitative (surveys, statistics review, etc…)
Experience conducting rudimentary analysis of quantitative data (e.g. ability to conduct descriptive analysis) and qualitative data (e.g. identifying key themes and sub-themes)
Experience managing data sets (e.g. coordinating data entry, ensuring data quality, managing data confidential storage, etc…)
Proven written communication and presentation skills, presenting evaluation findings through a variety of mediums— data visuals (e.g. graphs), reports, presentations
Fluency in English (written and verbal)
Desired (asset):
Fluency in English and French
Experience designing and leading evaluation or research studies
Experience conducting data collection with children
Expertise and experience in training and capacity-building (e.g. developing and delivering workshops, mentoring and supporting colleagues, etc.)
Expertise and experience in designing data collection tools (both qualitative and quantitative)
Experience identifying program implications and recommendations from data findings

KNOWLEDGE AND TECHNICAL SKILLS:
Required (must have):
A background in program evaluation methodologies. 
Understanding of quantitative and qualitative research approaches and best practices, and of child-friendly data collection methods.
Knowledge of S.M.A.R.T. indicators
A strong working knowledge of issues related to development and humanitarian programming (sport for development, health, education, community development, refugee and internally displaced populations, gender equity, inclusion and advocacy).
Substantial experience and knowledge of monitoring and evaluation processes for NGO programs.
Basic computer skills (e.g. typing skills, MS Word, MS Excel, etc…)
DECISION-MAKING AUTHORITY
General Accountability:Responsible for overseeing the development and implementation of high- quality M&E systems and frameworks at the country-level. Accountable to the country manager, Right to Play as a whole, funders, and, above all, to the children, youth, and communities that Right To Play serves.
