Poste: Human Resources Specialist
Organization: The Mali Service Center (MSC) was established by the Government of Mali to operate as an independent service center for the financial and administrative management of research funding provided to the University of Sciences, Techniques and Technologies of Bamako (USTTB) or other entities within Mali by the U.S. National Institutes of Health (NIH) and other international donors.   
Position: Human Resources Specialist
Plans, coordinates, and participates in human resources (HR) related programs and activities
Serves as a preliminary contact for HR related issues and liaises with the Rector’s office of USTTB to review and respond to HR issues
Investigates, documents and resolves HR problems and issues
Serves as primary contact for routine HR related inquiries from Principal Investigators (PIs), Managers, Project Coordinators and staff
Coordinates the recording and maintenance of HR and payroll data, generation and distribution of periodic reports
Provides interpretation of Malian labor law and its implementation during hiring of personnel for various projects
Responsible for completion of all personnel forms accurately as per personnel policy guidelines
Initiates all personnel service contracts, agreements and protocols and ensures completion
Liaises and resolves all personnel issues with Malian labor department, INPS and insurance companies
Assists various projects in conducting performance appraisals
Develops and maintains a database of all project employees
Maintains all personnel files
Manages and analyzes time keeping for all employees and prepares necessary reports for cost allocation
Tracks and controls leave, medical and other benefits to all employees
Participates in the preparation of monthly payrolls
Key Qualifications:
Must have a University Degree
At least 5-7 years of experience in Human Resources Management
Experience with US Government or other International Donor development programs
Excellent computer skills required in Word, Excel, PowerPoint, Outlook and Access
Must be fluent speaking/reading/writing English and French
Excellent written and oral communication skills
Knowledge of Malian labor law, regulations and procedures.
