Poste: Chief Accountant
Organization: The Mali Service Center (MSC) was established by the Government of Mali to operate as an independent service center for the financial and administrative management of research funding provided to the University of Sciences, Techniques and Technologies of Bamako (USTTB) or other entities within Mali by the U.S. National Institutes of Health (NIH) and other international donors.
Position: Chief Accountant
The Chief Accountant has supervisory responsibility over all of the accounting functions at the MSC. The Chief Accountant’s functions include:
Supervises the entire accounting team.
Produces individual monthly financial reports for various programs, linking expenditure to budget whenever budget information has been received.
Conducts detailed financial analysis for all grants. This includes the monthly cumulative fund balances, monthly invoices, and transmittal sheets.
Heads up the customization of reports produced in the SAGE accounting system, ensuring that reports are tailored to meet the reporting needs of MSC stakeholders.
Provides the monthly draft budgets of various operating expenses by the 25th of the month prior to the budget period.
Assists MSC Director and Chief Financial Officer in the production of an annual MSC operating budget.
Provides one-on-one accounting training and assistance to MSC accounting staff.
Provides training to users of MSC services who have administrative or fiduciary responsibility of funds.
Oversees and provides technical assistance and support to grantees in programmatic, fiscal, and evaluation activities;
Works with grantees to ensure effective program implementation and fulfillment of project goals.
Conducts site visits to monitor and support grantee activity.
Conducts all monthly reconciliations for various accounts, including both the disbursement and the payroll contracts.
Conducts periodic surprise cash counts of all petty cash accounts.
Recommends improvements in accounting systems and improving internal controls at the MSC and by MSC clients.
Responsible for backing up all data files, including the daily back up of the accounting data and the weekly back up of the shared network.
Must have a Master Degree in Business Administration or Accounting, or equivalent experience.
At least 05-10 years of experience in accounting as chief accountant.
Experience with US Government or other International Donor development programs.
Demonstrated ability to work with diverse populations and staff including interacting with a wide range of people from policy makers, administrators to scientific researchers.
Excellent knowledge of SAGE SAARI 100
Excellent computer skills required in Word, Excel and Outlook.
Must be fluent speaking/reading/writing English and French.
The ideal candidate must have experience working in Mali.
Malian candidate preferred.
