BACKGROUND AND JOB SUMMARY:
Since 2004, the Mali program has grown from a 1 sector (education), one project, privately-funded, satellite program of CRS/Burkina Faso to a multi-sector, multiple projects, and multiple donor operation that became an independent Country Program in FY2007. CRS/Mali’s programs, valued at $22 million for fiscal year 2012, provide support to local partners in the sectors of education, agriculture, water, microfinance, health, HIV, emergency response, and capacity-building. CRS/Mali works nationwide, with a heavy concentration in the Mopti region. CRS/Mali has a central office in Bamako (56 staff) and a sub-office in San (40 staff).
The 5 year (1 August 2008 – 31 July 2013), $25m CRS/Mali MYAP funded by USAID/FFP, Title II, PL480 is in its fifth year with a strong possibility for a no cost extension beyond December 2013. CRS leads the MYAP consortium with Save the Children USA and Helen Keller International (HKI). In Years 1-4 CRS and its local partner Caritas Mopti implemented the MYAP in the Douentza District of the Mopti Region (approximately ¾ of total beneficiaries), while Save the Children and its local partner worked in the Bourem District of the Gao Region (approximately ¼ of total beneficiaries), with HKI responsible for the cross-cutting technical lead on the nutrition and hygiene components. The rebel incursion into Northern Mali in March 2012 resulted in the movement of the MYAP to the areas of Bankass, Mopti Region, Tominian, Segou Region and Yorosso in Sikasso Region. A second rebel incursion into northern Mopti in January 2013 resulted in CRS moving its main offices and warehouses to San, Segou region, now the base of operations.  The main activities of the fifth year focus on three strategic areas: agricultural production/SILC; nutrition/watsan; and emergency preparedness and response. USAID has asked CRS to formulate a no-cost extension, which will likely extend the program to June 2014. The proper closure of the MYAP is strategically important for the country program in terms of documenting its impact to further strengthen the possibility of additional funding opportunities.
The MYAP COP is responsible for providing overall leadership to and coordination and oversight of program implementation with CRS international partners Save the Children US, and Hellen Keller International (HKI) and local partners Caritas Mopti and Caritas San, ensuring adherence to CRS and donor policies and regulations, and Government of Mali standards. The position also represents CRS to donors and GOM.
PRIMARY FUNCTIONS:
With key CRS and Consortium member program staff and other stakeholders, ensure program’s strategic objectives and results are fully accomplished and reported and meet expected technical quality standards.
 Ensure that vision and plans for the program are innovative and are in line with CRS agency and country program strategies and USAID policies and regulations.
In coordination with the HOO and FM, ensure the rational source of cash and food resources in line with CRS and USAID policies and regulations.
Ensure representation to key stakeholders.
SPECIFIC RESPONSIBILITIES:
Program Quality
Oversee the day to day operations and coordination of project activities to ensure high level quality for program activities.
Organize and oversee quarterly technical reviews with partners, key staff, GOM, and stakeholders, ensuring review of progress against targets, best practices are followed and managing changes in program direction and focus.
In collaboration with program staff, provide guidance and technical oversight to consortium members to ensure that lessons are documented and disseminated.
Ensure increased impact through linkages with other CRS programs and with other stakeholders, especially the USAID funded IICEM project in Bankass and Yorosso.
With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to all partner agencies and government, including the selection and coordination of consultants.
Prepare weekly updates, quarterly and annual and other donor reports and resource requests in English.
Serve as a member of the CRS/Mali Management Team.
MYAP Resource Coordination
In collaboration with the CRS Mali Head of Operations, ensure systems and structures are put in place for the safeguarding and timely delivery of Title II commodities.
In coordination with CRS Mali Finance and Logistics, provide oversight of MYAP cash and food budgets, including those of partner agencies, ensuring regular, timely, and accurate internal and external financial reporting.
In coordination with the management team, lead the closeout of the MYAP.
MYAP Program Monitoring, Evaluation & Learning
In collaboration with the MYAP M&E Officer, ensure both international and national partners adhere to monitoring and reporting requirements in compliance with FFP and USAID.
In collaboration with MYAP M&E Officer, coordinate and ensure completion of baseline, mid-term, and final evaluations in compliance with FFP and USAID requirements.
In collaboration with the MYAP M&E Officer and Technical Advisors, ensure quarterly reviews and other mechanisms for identifying, sharing, and expanding Consortium “best practices,” as well as lessons learned.
In collaboration with the MYAP M&E officer, ensure support for USAID/FFP’s use of the LAYERS approach.
Work in close collaboration with MYAP program managers to develop periodic brochures and/or other public relations flyers in English and French for external officials and/or stakeholders.
Staff Supervision Responsibilities
Provide daily supervision and undertake at least biannual coaching and annual performance reviews for all direct CRS MYAP supervisees and ensure the same for the supervisees to pertinent staff.
Representation and Communication
Represent the MYAP Consortium and/or CRS Mali at external meetings with local and national stakeholders, including traditional authorities, the Government of Mali, the Diocese of Mopti, Diocese of San, FFP/USAID, and other national and international NGOs/IGOs, in close collaboration with the CRS Country Representative.
In specific instances, prepare and deliver presentations of the MYAP program, ongoing activities, challenges/opportunities, and results achieved.
Ensure strong communication channels among Consortium members and MYAP staff through regular meetings, periodic information sharing, and updates.

SUPERVISORY RESPONSIBILITIES:  4 direct reports 
KEY WORKING RELATIONSHIPS:
Internal: CRS Country Representative, CRS Head of Programming, CRS Head of Operations (responsible for administration and commodities logistics); Finance and M&E Department Heads; Sector Heads (Agro-Enterprise/Water, Education, Administration); Program Quality Manager; Sub-office staff in Mopti; CRS/SWA Regional Staff including Regional Technical Advisors; and HQ Staff.
External: Consortium Member Directors and Program Managers and Technical Advisors; National Caritas; CARITAS Mopti; Caritas San; local traditional authorities and Government of Mali staff; USAID Washington and Mali; Coordinators of other food security projects and other USG funded projects in Mopti, Segou and Sikasso, and other stakeholders.
QUALIFICATIONS AND EXPERIENCE:
Master’s degree in agriculture, nutrition, public health, international development, or related field required.
Minimum three years professional program management experience required.
Previous USG project/program management experience required, previous Title II experience desired.
Strong understanding of U.S. Government rules and regulations desired.
Capacity to work closely with, understand, and support multiple partners is required, and a strong understanding of local Church partners is desired.
Excellent oral and written communication skills, as well as interpersonal and networking skills required
Experience developing strategic alliances required.
Familiarity with policies, procedures, and priorities of USAID, UN agencies, and Caritas agencies useful.
Fluency in written and spoken English and French required.
Excellent and demonstrated English writing skills.
Strong computer skills (Word, Excel, Outlook, PowerPoint) necessary.
Experience in materials development preferred.
Experience in and commitment to working in a team structure important.
Knowledge of CRS program quality standards, the justice lens agenda, and Catholic Social Teaching principles helpful.
Good judgment, assertiveness, and commitment to the Agency’s mission.
Other Requirements:  Frequent travel to Mopti office and project sites, at least 25% of time.
