USAID/Mali has an immediate opening for an experiencedAID Foreign Service National (FSN) Project Management Specialist (Education Program Manager) who will work in close collaboration with senior mission management and technical teams to ensure that USAID/Mali effectively delivers its development assistance, and implements the Agency’s implementation and procurement reform agenda under USAID Forward.
The Project Management Specialist (hereafter referred to as Education Program Manager) will serve as a senior technical advisor on USAID/Mali’s Basic Education Team. The Education Team is currently designing a new project which focuses on improving reading skills for primary school students in Mali. The incumbent will help his education colleagues in all analytic works related to the design of this new project which will lead to the development new activities to be implemented through contracts or cooperatives agreements. S/he will serve as a Contracting Officer Representative (COR) or the Agreement Officer Representative (AOR) responsible for managing one or more of these activities with estimated budgets ranging up to $30 million, each with ambitious technical objectives and rigorous reporting requirements. As COR/AOR, the Education Program Manager will provide administrative, technical, and financial management to one or more activities, including issuing technical direction and guidance, reviewing contractor or cooperative agreement deliverables and reports, verifying that performance meets acceptable standards for the U.S. Government, monitoring impact and conducting periodic evaluations of contractor performance. S/he will be expected to be involved in UN-clusters for education programming and monitoring – participating in cluster meetings, and reporting back to USAID/Mali relevant information, and potentially managing UN Cluster projects funded by USAID/Mali. S/he will consult with the Ministry of Education (MoE) and donor counterparts in order to ensure that the U.S. Government contributes to Mali’s education sector priorities, and to identify opportunities for collaboration and coordination of program interventions. USAID/Mali recognizes the fluid situation in northern Mali, and expects an Education Program Manager to be fluent not only in basic education best practices, but to have some experience programming educational activities in conflict or post-crises environments. The Education Program Manager will play a senior-level role in the management of USAID/Mali’s basic education program by advising the Education Team Leader and contributing to all education team objectives.
