USAID/Mali has an immediate opening for an experiencedGovernance and Communications Development Specialist (Senior Governance and Decentralization Specialist) who will lead strategic development, implementation, and monitoring and evaluation of governance and decentralization activities across the entire Mission.
The applicant must have a university degree in public finance, public administration, political science, sociology or other related social sciences field required. Seven to ten years of relevant experience in work related to GovCom, decentralized government, elections, donor coordination activities, development assistance, or related fields is required. H/she must Extensive knowledge of Mali decentralization policy and electoral process. H/she must have a minimum 5 to 7 years of relevant experience in the implementation and/or management of development activities/projects. H/she demonstrated professional experience in the area of international aid in a developing country, including a minimum of 5 years of development assistance work, or related work for donors, GRMs, or other private institutions. Level IV fluency in English and French is required. Oral proficiency in at least one major local language is highly desirable. Candidates should have comprehensive knowledge of local governance, decentralization and the role of civil society in a vibrant democracy. Preferential consideration will be given to candidates with strong knowledge of Malian decentralization laws and policies and a detailed understanding of commune-level budget planning, formulation, and execution, Candidates should have excellent knowledge of good governance concepts, principles, practices, and standards. The incumbent is required to have: the ability to establish and maintain contacts with high-level GRM officials and influential persons, grantees, civil society leaders and actors, and private sector leaders, to maintain the dynamic between the Governance and Communications Team and its stakeholders and partners; the ability to communicate effectively, both orally and in writing in English as well as in French
