Position: Gender Advisor
Reports to: Country Manager (with functional relationship to Deputy Regional Director)
Location: Bamako, Mali (but with regional remit – Rwanda, Ghana, Liberia and Benin)
POSITION DESCRIPTION: The Gender Advisor (GA) is a new position established within the new CIDA funded Play to Learn Programme structure and is responsible to provide strategic direction to the development, implementation, monitoring and evaluation as well as reporting of Play to Learn gender program activities in Mali as well as knowledge sharing and support of other Play to Learn Country Programmes within WAFA region in accordance with CIDA and RTP program agreements, guidelines and policies. The GA is ultimately accountable for the improved gender program quality and impact, and plays a key role in ensuring the organization and development of programs that address the gender capacity building needs of Country Programmes (CPs).
In particular, he/she designs and implements capacity building activities such as trainings, forums, workshops, and outreach in order to improve the Mali Country Program and other CPs capacity in gender. He/she also coordinates and technically supports the development, implementation, and maintenance of effective program quality and accountability mechanisms in line with the RTP Programming principles and standards. The GA also monitors Mali and other CPs to ensure gender targets and benchmarks are met.
Further, he/she provides technical support to effective gender program knowledge management initiatives, ensuring adequate collection, management and sharing of information/knowledge generated by Mali and other CPs so as to orient/affect decision making in programme management.
She/he is responsible for building fostering partnerships at all levels, working with local community organizations, international NGOs and organisations as well as government representatives at the local and national level to increase institutional capacity to design, implement, manage, oversee, and develop gender programmes.
QUALIFICATIONS:
– The GA will have a minimum qualification of a master’s degree in a relevant discipline (Gender and Development Studies, Education, Social Work or related field).
– At least five years of relevant working experience in programme management, including a minimum of three years practical gender programme management experience.
– Strong experience and knowledge of strategic design, research and advocacy activities, and rights based approaches to development.
– Significant track record in capacity building, gender programming and M&E.
– Demonstrated working knowledge on the principles and issues surrounding gender and development and demonstrated working knowledge of gender analysis and gender mainstreaming in policy development and planning.
– Demonstrated knowledge of skills in negotiations, networking and consensus building techniques.
– Strategic and conceptual thinking ability
– Proven and demonstrable facilitation skills, negotiation skills and networking skills including facilitating change, innovation, initiating action and capacity building
– Excellent professionalism, relationship building and communication skills
– Ability to build commitment of others
– Excellent English and French; written, spoken and editorial skills
– Computer skills that must include Microsoft Office, Word and Excel
– Good knowledge of analytical tools and skills particularly those that pertain to advise on gender issues and perspectives.
