POSITION DESCRIPTION : The Africa Region’s Human Development Technical Unit 2 (AFTH2) is seeking to appoint a Lacally-recuited, Health, Nutrition and Population (HNP) Specialist to be located in the World Bank’s Resident Mission in Bamako, Mali. The HNP Specialist will sup port technical and financial inputs bye the World Bank in health, nutrition, and population activities.
The HNP specialist will have professional growth opportunities in terms of Bank in service training and opportunities to participate in HNP Task Teams working on other countries within the region.
DUTIES AND RESPONSIBILITIES :The HNP Specialist will directly report to the country HNP team leader and Country Manager in Mali. Her/His Supervisors would be the sector manager for Human Development in Western Africa and the Country Manager for Mali.
S/he would be expected to perform the following duties :
1.Assist in the preparation, supervision and monitoring of the multi-sect oral HIV/AIDS projects in Mali and in other countries of West Africa. S/he will contribute to periodic joint national HIV/AIDS program review and project preparation and supervision missions.
2.Provide support in the design, supervision and implementation of other health, nutrition and population projects, analytical tasks and related operations if//www.malipages.comwhen they arise.
3.The Specialist will represent the Bank locally with the Government, Ministry of Health and among those donors, and technical agencies (WHO, UNICEF, UNDP, UNFPA, FAO) and NGOs providing support to HNP.
4.The Specialist will ensure that the Mali HNP Team is fully informed of the local development, and ensure that he/she is able to accurately convey the Country Team’s/HNP Team’s views to such partners. He/she would ensure higher level representation when appropriate by advising the Country Manager and Country Director.
5.The Specialist will host ad hoc visiting missions from the World Bank’s headquarters which relate to HNP, Helping individuals who may have a limited knowledge of the country to by identifying counterparts and relevant actors in the government and non-government sectors, providing insight on culture, protocols, service delivery, government structures and the alerting them to the capacity of local institutions.
6.Although a sector specialist, the individual will be expected to quickly obtain a basic knowledge of financial management, procurement and legal requirements relating to the design and implementation of bank operations, and will be the primary contact for the Ministries of health and related Agencies (e.g, National HIV/AIDS and STD Control Program of national Food and Nutrition Program) as regard such issues, and will need to be able to direct enquiries to the appropriate parties and being accountable to the Bank’s clients for prompt replies.
7.Perform other tasks as may be assigned to him/her by Task Team Leaders, Country manager and Sector Manager.
ESSENTIAL SKILLS/KNOWLEDGE/COMPETENCIES :
1. Graduate degree in any of the core technical disciplines relevant to the HNP sector, including public health, health economics or finance, epidemiology, social sciences or medicine. At least five years of relevant experience.
2.Demonstrated command of French and English; ability to communicate verbally and in written form in both languages.
3.Strong program management experience. Experience with HIV/AIDS is desirable. Experience with World Bank operations would be an advantage.
4.Good understanding of the Malian and/or West African health sectors.
5.A pro-active attitude to identifying problems and adopting innovative methods that can improve project implementation, effectiveness and sustainability of bank financed HIV/AIDS and health projects.
6.Ability to build effective working relations with clients and colleagues. The candidate must be a team player, with strong interpersonal skills and ability to work with limited direct supervision.
