The Johns Hopkins Center for Communication Programs office located in Bamako, Mali is recruiting a Social and Behavior Change Communication Advisor for the USAID Social and Behavior Change Communication/Social Marketing (SBCC/SM) project. This innovative flagship project has been awarded to CCP to build SBCC capacity in Mali and at the same time promote health seeking behavior and implement social marketing activities. The SBCC Advisor will be responsible for developing state-of-the-art SBCC campaigns to increase uptake of family planning, health services, household health practices, etc. The SBCC Advisor will be responsible for the development, implementation and monitoring of the SBCC/SM communication strategy and campaigns. S/he will also develop the SBCC skills of colleagues, local government and civil society partners.  S/he will report to the SBCC/SM Chief of party and have a staff of 3-4 communication officers to supervise as well as 3-4 partner organizations to coordinate with.
Specifically, the SBCC Advisor should meet the following qualifications:
Qualifications, Skills and Experience required of the SBCC Advisor:
The SBCC Advisor must have, at minimum, a Master’s degree in a health communication-related field, Social Sciences or in a relevant discipline, such as health promotion
In depth knowledge of health communication tools and approaches, including mass media, ICT, and interpersonal communication
The successful candidate must have at least seven years’ experience in designing, leading, managing and monitoring different aspects of health prevention programs, preferably in sub-Saharan Africa.
Supervision/capacity strengthening experience will be required
She/he4 must be fluency in oral and written English and French
Familiarity with at least one Malian language a plus.
Strong leadership, presentation and negotiation skills are required
Advanced computer skills: internet navigation; Outlook, Word, Excel, PowerPoint are required; materials design software a plus
USAID experience is a plus

Overview of Position: the SBCC Advisor will work with staff and partners to develop state-of-the-art SBCC interventions, using mass media, ICT, community mobilization, etc.   The SBCC advisor will build effective communication campaigns and strategies to promote healthy behaviors and health products.  One of the keystones of this project is the transformation of negative gender-related behaviors to promote well-being and healthy habits. The SBCC Advisor will work closely with the social marketing team to develop social marketing strategies to promote the uptake of health products. This position will be integral in supporting and implementing the USAID Mali HIHS project and provide technical assistance to other local SBCC partners in the implementation of communication campaigns and community based promotion in Mali’s priority health zones.
Roles and Responsibilities:
The specific responsibilities of the SBCC Advisor include:
Lead the design, production, implementation and monitoring of communication strategies and multimedia communication campaigns. Ensure that the SBCC communication programs are: data driven, tied together with a consistent creative thread, multi-channel, and integrated by health areas, products and audience.
Take primary responsibility within the project for achievement of SBCC/SM’s IR-1 increased adoption of key health behaviors and increased demand for and use of HIHS and health related products at the community and household level. 
Create communication platforms for a variety of audiences and for the following areas: FP, HIV, malaria, MCH, water and sanitation, and nutrition.
Integrate gender considerations into SBCC strategies for the following areas: FP, HIV, malaria, MCH, WASH, and nutrition.
Collaborate with local and international partners to support community activities to promote heath behaviors and positive gender norms through community actors such as NGOs, women’s groups and community health workers.
Oversee development of training programs necessary for the implementation of key SBCC/SM communication strategies; participate as a trainer in the annual Leadership in Strategic Health Communication Workshop.
Develop the capacity of key NGOs partners in SBCC. Develop specific technical assistance plans to these NGOs for the implementation of SBCC/SM’s communication component.
Assist local NGO partners to undertake social and behavior change communication and where appropriate assist local NGO partners to develop strategies and workplans for communication activities.
Assist Social Marketing team and local partner to develop generic and branded promotion of SM products. 
Help develop annual workplans and budgets for SBCC/SM’s communication activities.
Review communication materials for accuracy, presentation, and quality and ensure that SBCC/SM communication programs adhere to the donor guidelines.
Assist the development of SBCC/SM’s research and evaluation plan to ensure that those studies inform communication strategy development and communication program implementation.
Maintain good relationship with various stakeholders at the national and district levels.
Liaise with Government (MOH), Baltimore HQ, various stakeholders and create networks with other partners for all BCC activities supported by the project.
Follow CCP financial and administrative procedures and guidelines to document project implementation activities.
Assist with the preparation of quarterly reports and annual work plans
Perform other related duties as requested by the SBCC/SM the Chief of Party and the Program Operations Manager
