Full-time, 40 hours per week
SALARY:  Ordinarily Resident (OR): FSN-7 – 6,254,850 F CFA per year
Not-Ordinarily Resident (NOR) FP-7* – US$ 41,206 per year
*Final grade/step for NORs will be determined by Washington.

The U.S. Embassy in Bamako is seeking eligible and qualified applicants for the position of Voucher Examiner in the Financial Management Office (FMO).
BASIC FUNCTION OF POSITION
The incumbent examines and reviews complex administrative invoices and supporting documentation from a variety of sources to ensure compliance with terms of original contract or authorization. This includes travel vouchers, utility bills, and all other payments required to support Embassy operations. Ensures legality of transactions and that invoices and other documents are processed in accordance with Department of State policies and regulations. The incumbent ensures that funds are available to process transactions. Reconciles transactions with financial reports to ensure documents have been processed.
QUALIFICATIONS REQUIRED
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
College degree in business administration or accounting is required.
At least two years of experience in voucher examining, accounting, or related financial work is required. Experience should include accounts maintenance, bookkeeping, accounts payable, accounts receivable and cash management.
English Level III Required (English language proficiency will be tested.)
French and Bambara Level IV required.
Sound knowledge of appropriation and allotment bookkeeping and accounting procedures and practices related to government, non-government, international organization or private business activities including generally accepted accounting principles required.
Advanced knowledge of Excel spreadsheets and other financial software packages.
The ability to analyze and simplify processes in order to increase productivity
High level of organization skills and filing experience (both electronic and manual)

Management may consider the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.
Current OR employees serving a probationary period are not eligible to apply.
Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.
Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
