Job Description
Title : Finance & Administration Manager        
Location : Bamako, Mali
Palladium is an international organization that provides management, marketing, research, and strategic planning for large multi-national companies, governments and universities. Founded since 1971, Palladium specializes in public health and social issues, working with more than 90 developing countries. We help build local capacity and solve critical development issues such as family planning, reproductive health, HIV/AIDS and sexually transmitted infections, safe motherhood, poverty alleviation, education, and the environment. We are looking to hire a full-time Finance and Administration Manager for our Mali programs.
Job Description for the Finance/Cost Accountant
Sets up financial system according to cost accounting principles in order to track program financial indicators
Maintains financial and accounting systems and procedures in accordance with Palladium corporate requirements and USAID regulations
Reviews and prepares annual and quarterly budgets for related project activities
Prepares semi-monthly financial reports as well as monthly and quarterly projections
Reviews, and processes Invoices, Travel Expense Reports, Pos,  etc.
Remits income taxes at the Malian Revenue Authority on a monthly basis
Maintains accurate and up-to-date financial records
Processes supplier’s payments, write checks and prepare monthly bank reconciliation  
Petty Cash: Manages, disburses and reconciles the office petty cash/ field imprest
Carries out banking duties as required
Maintains and updates of HR files including individual staff members files (Job descriptions, personal data, timesheets, memos, leave roster, etc.)  
Manages the process of in the annual staff evaluation (reminding supervisors of due staff members annual evaluation and keeping completed evaluation records in HR files)
Administers the medical insurance scheme and leave roster and works as liaison for security for the overall KJK security administration.
Prepares the monthly payroll, submits it for approval and pay/transfers staff salaries
Performing any other responsibilities as may be directed
Skills Required
Microsoft office proficiency and the ability to operate  cost accounting software and other spreadsheet and word-processing programs at a highly proficient level
Strong financial accounting, analytical and/or evaluative skills.
Problem-solving, decision-making and good judgment skills.
Ability to take initiative and/or independently respond to situations.
Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
Strong written and oral communication skills in French and English.
Ability to communicate effectively with managers, colleagues, and clients.
Ability to respond and adapt quickly to changing requirements and competing demands.
Professional and mature demeanor and conduct, especially during interactions with the client and its constituents.

Malian nationals only
Experience/Education
A degree in Finance/Accounting and/or CPA II or equivalent
At least 5 years’ experience in Finance/Accounting
Statutory audit experience would be an added advantage
