Oxfam Great Britain’s work in Mali covers a wide spectrum, from direct humanitarian intervention and long-term development work through to leverage, advocacy and campaigns.  We seek to integrate these components into a ‘one programme approach’ to maximise impact and ensure the most vulnerable households and communities can build up their resilience to withstand recurrent shocks and stresses. 
Your role
You will be responsible to manage the development and implementation of advocacy/media strategies and action plans, to adjust them to changes and make sure Oxfam policy/media products are of good quality. You will manage development and implementation of advocacy strategy and ensure Oxfam policy products and briefings on several issues (e.g. populations access to assistance, humanitarian access, humanitarian capacity, appropriateness of aid, crisis management approaches to Northern Mali by humanitarian actors and other key stakeholders, etc) are of good quality.  In addition you will have to engage with local CSOs the Forum of International NGOs in Mali (FONGIM) to increase advocacy capacity and joint work, Also, you will undertake key external representations with donors, UN agencies, regional bodies where needed and especially with the local government (to be considered both as a target and as an ally).
What we’re looking for
Experience of planning and implementing successful advocacy and media work in a humanitarian situation at a global level is required.  The candidate will have a clear understanding of the range of possible advocacy tools available to influence key targets, and their applicability in a humanitarian situation.  You should have a clear understanding of key humanitarian actors – including UN agencies and bilateral donors – and how they coordinate and operate in emergency situations. You must show proven experience of external representation and direct lobbying of high-level targets and ability to synthesise complex information into concise and compelling policy briefing notes and advocacy documents. Your exceptional communication and negotiating skills both in English and French are a pre-requirement. You’re good at setting and adjusting priorities, achieving results, managing concurrent projects and conflicting demands, and meeting deadlines as well as working independently.
