Background
The International Livestock Research Institute (ILRI) seeks to recruit a Capacity Development and Communication Expert to lead the implementation and monitoring of a livestock technology scaling program in the regions of Sikasso, Mopti and Timbuktu of Mali.
ILRI works with partners worldwide to enhance the roles that livestock play in food security and poverty alleviation, principally in Africa and Asia. The outcomes of these research partnerships help people in developing countries keep their farm animals’ alive and productive, increase and sustain their livestock and farm productivity, find profitable markets for their animal products, and reduce the risk of livestock-related diseases. www.ilri.org

As part of the Mali Feed The Future livestock value chain component – Livestockfor growth in household incomes, nutrition and for national gross domestic product growth-, ILRI is leading a program entitled Feedthe Future Mali Livestock Technology Scaling Program or FTF-MLTS.   The overarching goal of the program is to contribute to the inclusive growth in ruminant livestock value chain for increased income, food and nutrition security through the scaling up of productivity enhancing technologies among ruminant livestock keepers and other value chains actors in the Mali regions of Mopti, Timbuktu and Sikasso.
Responsibilities
– Lead the development and implementation of FTF MLTS Program Capacity Development and communication plans to achieve the milestones identified and address the identified capacity gaps.
– In collaboration with implementing partners, lead the assessment of capacity development needs among program beneficiaries
– Draft ToRs for the implementation of capacity development activities by implementing partners and monitor progress of their implementation.  
– Plan, organize and implement training activities in collaboration with program implementing partners.
– Lead program knowledge management and learning activities in collaboration with the program M&E expert;
– Coordinate the development of capacity development and communication materials and program highlights for various audiences;
– Document and communicate the program work  activities  through various forms of media, including articles, blog postings, press releases, social media, etc.;
– Monitor and report on capacity development activities carried out by implementing partners, track records on achievements and identify gaps and make recommendations to bridge them.
– Plan and facilitate program related workshops and events.
– Manage program website.
– Prepare program reports on capacity development and communication.
– Organizes media presence, video recording and photography of program events.
Requirements
– A bachelor degree in any relevant field. A Master degree is an advantage.
– At least 5 years relevant work experience in the area of capacity development and/or communication, events planning and management.
– Minimum of 5 years professional experience on capacity development aspects of agricultural programs.
– Solid experience in the management of people and systems in high-pressure environments.
– Strong IT skills.
– Proficiency in Microsoft Word, Excel, Access, PowerPoint and other computer programs/skills
– Ability to provide inputs to business processes and implementation of new IT-based systems.
– Excellent interpersonal skills. 
– Both French and English language fluency and strong writing skills required.
– Ability to communicate effectively, both orally and in writing.
– Highly effective planning, organizational and multi-tasking skills with a positive attitude and strong administrative service orientation;
– Ability to plan and implement activities systematically to meet deadlines, review plans periodically and evaluate results.
This is a nationally recruited position. ILRI offers a competitive remuneration commensurate with skills and experience.
The appointment will be for a period of two years, inclusive three months’ probation, with a possibility of extension contingent upon performance, continued relevance of the position and available resources.
The duty station will be at ILRI office in Bamako, Mali.
