Project:  Scaling up FDP and MD technologies in Mali
Based Location:  Bamako, Mali
Contract type: Consultancy
Contract duration: One year renewable

The International Development Fertilizer Center (IFDC) is recruiting for its office in Mali a position of Finance and Administrative Officer. His/her principal responsibilities will be to manage all aspects of administration and finance, and the day to day operations of the FDP MD project in accordance with the IFDC and donor policies, procedures and guidelines.
Duties and Responsibilities
The Finance and Administrative Officer shall be responsible for all aspects of administration and financial management and operational aspects of the USAID FDP MD project. This includes management of: (a) sub-grants; (b) sub-contracts; (c) all other project contracts (e.g. consulting agreements); (d) coordinating all logistical and administrative functions (including procurement and management of project assets and equipment); (e) management of regular human resources issues, with support from IFDC regional human resource office; and (f) overall financial and budget analysis.
Specifically regarding the project’s sub-grants program, he/she shall be responsible for overall sub-grant program implementations, including assuring strict adherence to (and/or possible revision of) sub-grant documents outlining application and evaluation procedures, award methodology and documentation, and implementation and reporting procedures. 
In the absence of the Chief of Party, the Finance and Administrative Officer might be requested to serve as the Acting Chief of Party and will be responsible for ensuring that office and project activities continue to be implemented in a professional manner.
Additional duties include
Clarify administrative and personnel procedures for project employees.
Analyze monthly HQ financial statement in comparison to approved budget, edit budget projections sheet and make recommendations to COP as needed.
Conduct regular contract reviews to monitor major contracts in collaboration with the COP and activity point persons. 
Review activities budgets to assure conformity with project budget projections, budget codes and work plan.
Assure timely submission of funds transfers requests to country NAFO;
Review purchase requests as necessary and assure correct budget cost coding for COP approval.
Travel when necessary to targeted project sites for administrative/financial follow up and verification with grantees/partner organizations.
Prepare annual budgets and monthly and/or quarterly forecasts and budget revisions.
Ensure consistent application of USAID and IFDC policies and procedures.
Whenever requested, liaise with auditors to ensure compliance with relevant requirements and standards.
In close collaboration with the IFDC Mali Finance & Administration team, manages day-to-day accounting, invoicing, payroll, cash management and internal financial reporting.
Perform any other duties as deemed necessary for the success of the project.
SKILL REQUIREMENTS
Advanced knowledge of non-profit accounting practices, including, budgets and financial reporting.
Familiarity with USAID rules and regulations.
Excellent critical thinking skills and sound judgment.
Effective time management skills, self- motivated, critical attention to detail and deadlines, able to work independently.
Fluency in English and French, written and oral.
Excellent interpersonal skills necessary to work effectively with persons on all levels both inside and outside IFDC
Ability to work effectively in an atmosphere of multiple projects
Ability to work effectively in physical or virtual teams and multicultural environment. • Proven ability to effectively use databases, spreadsheet, word processing, and accounting software
Availability and willingness to interact with team members in other time zones, when needed.  
EDUCATION & EXPERIENCE REQUIREMENTS
Bachelor’s degree in Accounting or Finance.
Minimum of 3-5 years of related experience with some years in an international nonprofit setting.
