Major Responsibilities
Program Operations for Quality
Manages the overall project activities of the national office
Knowledge Management-Develop and maintain comprehensive project data management Systems
Reporting Oversight – writes, edit, and submits quality project reports on time as per donor contract agreement.
General Project implementation support and oversight – monitors project activity delivery and expenditure, facilitates project revisions, negotiates project challenges, etc.
Evaluation – leads/facilitates project evaluation processes 
Generates progress, annual and final project reports in collaboration with project managers meeting the requirements of donors, communities and government.
Timely reviews and analyses project budget and ensures it is going as proposed, analyse the budget execution report
Overseeing the purchase procedures regarding the budget and timeframe and authorization of purchases at certain level   
Assists with the design of the Monitoring & Evaluation systems including baseline and end-line surveys to track project progress, lessons learned and to ensure proper information dissemination.
Regular field monitoring visits and traveling (30%) 
Assistance in preparation and revision of organization strategic plans and documents: ADRA Mali Program Strategic Plan, National Emergency Management Plan, National Security Plan
Program Growth and Development
Identifies and leads the development of new projects – in conjunction with communities/local government, ADRA’s core portfolio, project staff and external consultants
Prepares submission of project design documents (Concept Notes) and leads the proposal writing process from initial assessments until final proposal submission following a participatory approach involving community members, government counterparts and ADRA staff members.
Research – leads/facilitates ongoing research refining project models, implementation practices, keeps current with worldwide development strategies as well as those directly related to West Sahel, etc.
Manages financial and administrative issues of the projects underway and future new projects
Responds to call for proposals and aggressively seeks funding from governmental, public and private funding sources in conformity with ADRA Mali’s Program Strategic Plan, mission and donor regulations.
Works in close collaboration with the Country Director, Finance Director and ADCOM in fulfilling the mission of ADRA.

Staff management, mentoring and training 
Mentoring & training to direct report including program officers and Project Managers
Contributes to the recruitment of Project Managers and approves all project hiring staff
Provides training and regular feedback to project managers as an effort to build capacity and ensure proper project implementation.
Capacity building of regional staff providing training opportunities including in-house trainings

Leadership with good delegating skill
Good administration and financial management skill 
Planning and organizing skill
Team oriented/Team player, excellent coordination and communication skills including Fluency in French and English (spoken and written)
Good negotiating skill
Skill to deal with difficult and risky situations and tackling the security threats
Conflict resolution or problem solving skill
Ability to work under pressure
Report writing skill with proven skill on uses of computer in word processing, spreadsheet and PowerPoint
Experience
At least 5 years of working experience in related responsibility and/or Project Management
Should have very good working knowledge of government’s bodies, familiarization with Government policies and protocols applicable for project implementation.  
Good supervisory skills and demonstrates ability to communicate well with I/NGOs, Government Counterparts, Stakeholders, Civil Society and subordinates. 
Experience with project planning and implementation, monitoring and evaluation are required. 
The candidate must possess very good writing in English

Required Competencies
Master Degree in international development or equivalent
At least five years’ management experience relief and development programs
At least three years’ experience in program and staff management
Ability to manage stress; work in large and multicultural teams.
Security experience a plus
