PURPOSE OF THE JOB
Under the overall guidance of the Chief Field Operations, be responsible for overseeing the implementation and monitoring of the Mali Country Programme in Kayes region, in close collaboration with all the programme technical sections and C4D and Operations section. In addition, in coordination with C4D, s/he will be directly responsible for C4D in Kayes region.
KEY ACCOUNTABILITIES & DUTIES & TASKS
Analysis of priority needs of children and women in the region is conducted in consultation with the regional government and other partners and shared with Country Office in a timely manner.
Undertakes and assists with assessment of local conditions resulting from the emergency situation affecting children and mothers in the region. Determines priorities for interventions in line with priorities defined in the CPD. Prepares programme proposals for emergency and development assistance and other related documentation, as necessary. Identifies problems, needs and opportunities, seeks solutions and provides authoritative advice on matters relating to the fulfilment of children and women’s rights in the region.
Strategic objectives of the programmes in the region is clearly defined, implementation of programme is properly planned and quality is ensured through field monitoring.
Prepares plans of action and work plans for programme implementation in the region. Manages programme implementation and undertakes field visits to programme intervention areas, to assess local conditions and monitor progress.
Partnerships with the government and other key actors in the region are strengthened to develop synergies to collectively achieve programme results.
Establishes contact with local authorities, community leaders, CBOs and other partners and allies to keep abreast of situation pertaining to children and women. Collects information, identifies problems and constraints, in order to ensure effective programme delivery and results. Provides training and/or briefing, as required to local partners to reinforce national capacity. Directs professional staff in negotiations and dialogue with local authorities and other partners to develop and strengthen programme cooperation.
Accountability of UNICEF and partners are ensured for supply and non-supply assistance and disbursement of programme funds.
Ensures the timely delivery of cash assistance and supplies, monitors the appropriate and effective use of UNICEF resources/inputs. Certifies the disbursement of funds to partners in the region and financial reports. 
The Kayes office is managed in a sound and transparent manner, and the essential information is shared with the Country Office timely to ensure consistency in the management strategy.
Prepares progress reports for the decision making process and information purposes for UNICEF management, donors, partners and allies.  As the Head of Office in the Region, participates in the formulation of the UNICEF programme strategy through periodic consultations with Deputy Representative, Chief, Emergency/Field Operations and other Programme Specialists.
The capacity of the UNICEF field staff and partners in the region is strengthened in programme management and advocacy, including planning, implementation, monitoring and evaluation of programmes.
Participates in discussions with government or other local authorities’ partners and allies, to advocate and/or assist counterparts in the formulation, implementation and evaluation of programme and coordination.  Directs staff members in monitoring and reporting on the status of and activities for children and women through periodic and/or special reports to inform the Bamako Office on problems, difficulties and corrective actions undertaken or recommended. Coordinates/maintains the development and use of monitoring and data collection tools (including rapid assessment and early warning) in collaboration with the other program sections within the CO for the CCCs.
Staff members in the Kayes office are supervised and office properties managed in compliance with UNICEF rules and regulations.
Supervises, guides and manages the human resources under his/her direct supervision. Recommends on recruitment, deployment, development of staff in the field Office. Responsible for instituting measures to safeguard the welfare of UNICEF staff in the field office. Supervise the utilization of office properties and ensure cost effectiveness of the office management.
Emergency preparedness mechanism is in place to ensure the timely response.
Coordinates the sub-office contingency planning exercises, capturing    lessons learnt on innovative and successful practices and procedures and sharing them with CO.  In case of  emergency situations created by either natural disaster, war or civil strife, directs necessary funding and prompt implementation of appropriate interventions to assist (in co-operation with the CO, government and other partners), the affected population, especially children and women; in consultation with the supervisor. 
Effective programme delivery and results in Education is ensured in consultation with partners in the region and in coordination with Education Section.   
Ensure effective programme delivery and results in Education. This includes contribution to situation analysis, programme planning, implementation, monitoring and evaluation in coordination with the education authority in the region and other partners, and under guidance of Education Section in the Country Office. The incumbent will also ensure effective coordination and knowledge management in Education.
Monitors implementation of communication for development activities.
Provides effective coordination and technical support to government counterparts and other partners in the development and strategic use of communication for social development by carrying out and/or supporting activities research, and compiling and analyzing relevant data
Contribute to the development of the communication strategy for social change and change of behavior in connection with the early marriages of young girls and female genital mutilation; girl schooling and other sectorial topics related to child survival and development in line with the Country Program priorities.
Contribute to the development of social mobilization strategies. Facilitate research and the compilation and analysis of relevant data.
Monitor the implementation of communication for development activities by examining the progress and identify the constraints through visits field, consultations with government counterparts, the partners and the community. Prepare analyses and reports of C4D in intervention areas in the regions of Kayes.
