PURPOSE OF THE JOB
As focal point of Programme Budget Management and under the general supervision of the Deputy Representative, the incumbent is accountable for the delivery of efficient support services in the area of programme budget planning, preparation, implementation, monitoring, and control, involving several different sources of funds and several programmes. Ensures the office’s programme budget management is in compliance with the organization’s budget policies, procedures, rules and regulations.
MAJOR DUTIES & RESPONSABILITIES
Monitoring and control of programme budget:
Monitor section’s effective and efficient use of UNICEF’s Regular Resources (RR), Other Resources (ORR), Emergency fund (ORE) and Institutional budget (BMA) so that all resources are properly used.
Monitor commitments and expenditures to ensure timely, accurate and appropriate management information is provided on programme budget allocations, commitments, expenditures, and projections and to ensure errors and discrepancies are detected and corrected. Monitor and contribute for financial reporting (donor proposals, financial statement and financial utilization report to donors).
Submit as per established procedures requests for journal vouchers, when necessary, to correct inaccurate entries, to transfer funds between accounts, and to liquidate obligations no longer required.
Monitor in collaboration with programme sections availability of funds to cover staff and related costs and proposes transfers of funds as needed. 
Contribute to the preparation of Management Indicators for review particularly at PMT and CMT monthly meetings and submission to the Regional Office. Monitor programme indicators and ensure that timely and accurate information is provided to Deputy Representative to enable her to make better management decisions.
Compile and monitor timely staff cost listings for payroll issues. Apply corrective actions to fix funding shortfalls and missing Cost distributions in Vision.
Implementation of the Programme Budget:
Allocate amounts to different programmes as per approved annual General Resources planning levels;
Advise on the coding of the new grants to reflect the accepted donor proposal and to ensure appropriate fund allocation;
Assist programme sections in creating programme structure in the system, allocate/Release funds to the different programmes and rephase funds as needed;
Assist programme sections in raising timely year-end obligations;
Takes necessary actions on budget-related matters based on instructions/guidance received from NYHQ in collaboration with programme sections; prepares responses to all budget-related queries from NYHQ,RO and programme sections;
Reconcile all grants and resolve all discrepancies.
Planning and Preparation of the Programme Budget:
Retrieves information for payroll costs of UNICEF/Mali programmes elements, such as staff and related costs, to create the cost distributions for all staff;
Assists in the preparation of budget estimates as per budget guidelines and assists in the timely   preparation and submission of information and documents needed for TRT and PBR reviews.Use the budget costing system (IBCS) to estimate resource requirements by costing post and non-post inputs to support the strategies and results required to achieve the planned results identified in the Country Program management plan.
Briefs staff on the application and interpretation of UN/UNICEF budget management rules, regulations, procedures and policies.
Undertakes visits to sub-offices to provide budget management and HACT training and support, establishes and/or reviews systems and procedures for compliance with rules and regulations, and prepares reports and recommendations.
QUALIFICATIONS & COMPETENCIES
Education:
An Advanced University degree in Management, Business Administration, Accounting, or Finance, desirable.  Knowledge of automated budgeting and accounting systems and of the budget preparation and implementation processes in the organization an asset
Work Experience :
A minimum of five years of practical professional work experience in budget management or in financial management and accounting.  Experience working in the UN or other international development organization is desirable. Background/familiarity with financial management and accounting principles.
Language requirements
Fluency in French and good knowledge in English are required. Knwledge of the local working language of the duty station is an asset.
