PURPOSE OF THE JOB
Under the guidance of the Chief Education and the direct supervision of the Chief Field Office, based in Gao, responsible for the planning, implementation, monitoring and evaluation of assigned projects within the education sector within the region of Gao.
SUMMARY OF KEY FUNCTIONS/ACCOUNTABILITIES
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
Assist regional educational authorities, regional and local assemblies and provide guidance and direction, for planning and coordination of education policies and programmes at the regional, district and local levels. Advocate and interact in order to adopt specific strategies with regional and partners for PRODEC, PISE and Fast Track implementation.
Provide guidance for programme management and evaluation of the education policies and programmes through periodicmeetings, individually and in groups with the various sectoral team members. Ensure exchange of information, experience,identify new strategies and courses of action to Accelerate/improve delivery of services and achieve programme requirements and objectives.
Undertake field visits to monitor programmes and reinforce the capacities at the levels of the AE, CAP and municipalities, as well as conduct periodic programme reviews with government counterparts and other partners. Propose and/or undertake action on operational procedures affecting project implementation and management. Provide technical advice and assistance to government officials and other partners in the Planning, implementation, monitoring and evaluation of programme/projects.
Participate in the development of the sectoral work plan; Ensure compliance to specific assigned objectives. Provide guidance and support to staff in meeting project objectives.
Assist Government authorities at regional and local levels to plan and organize training programmes. Identity training needs and objectives for the purpose of capacity building, programme sustainability as well as promotion and advocacy.
Meet with national and international agencies covering the management of programmes/projects in the region of Gao. Participate in meetings for programme/project review, and follow-up on implementation of recommendations and agreements.
Prepare project status reports required tar management Board, donors, budget review, programme analysis, annual reports, etc. Ensure the accurate and timely input at project information and the issuance of status reports for monitoring and evaluation purposes.
Participate in intersectoral collaboration with other programme colleagues. Assist in development of appropriate communication and information strategy to support and/or advocate programme development.
Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability.
QUALIFICATION AND COMPETENCIES
Education
Advanced University Degree in Social Sciences or related technical field, preferably with specialization in education policy and development, or programme planning, monitoring and development.
Work Expérience
Five years of progressively responsible professional work experience at regional and national levels. Experience in programme planning, management, monitoring and evaluation in related field.
Language Proficiency
Fluency in French and working knowledge in English required. One or two national languages spoken in the region of Gao required.
