Chemonics International Inc., a leading international development consulting firm based in Washington, D.C., seeks to recruit Judicial/Legal Experts for the anticipated USAID/Mali Justice Project. The project will support the National Direction of Justice Administration (DNAJ) to increase institutional capacity to implement justice related reforms and policy. More Specifically, the Justice Project aims to work with the formal and informal justice sector to 1) improve the institutional capacities of key justice sector institutions, especially the National Direction of Justice Administration (DNAJ) and courts; 2) increase access to justice by expanding a Malian paralegal training program and the placement of legal aid clinics, and 3) provide targeted legal services, advocacy, and public information campaigns along a key trade route to reduce the level of corruption.
Deputy Chief of Party (DCOP)
The resident DCOP will be delegated the authority to make major implementation decisions through the duration of the contract. The DCOP will assist the COP in administrative functions including reporting to USAID/Mali, interacting with senior Government officials, leaders of all beneficiary institutions, non-governmental organizations, the private sector, other donors, and community-based groups. The DCOP will primarily work with the Law School on a day-to-day basis. 
Qualifications:
At least seven (7) years of experience working on complex donor-funded rule of law projects in developing countries, of which at least three (3) years have been in DCOP or equivalent status
Significant professional experience in fragile states required
West Africa experience and demonstrated familiarity with the Malian context highly preferred but not required
Proficiency in financial management, including budgeting, accounting, and grants management
Prior experience recruiting and supervising host-country staff.
Must be fluent in French and English
Fully computer literate, and possess demonstrated excellent oral and written communication skills and inter-personal skills
Demonstrated leadership, versatility, and integrity; and a passion for making a difference in the lives of people around the world.
Justice Reform/Public Administration Reform Specialist (Component 1 Lead)
The Justice Reform/Public Administration Reform Specialist will provide technical advice and leadership on justice related business process improvement and justice related performance auditing of the courts. The specialist will lead activities that aim at (a) building the capacities of these institutions in the areas of human resources, financial management, strategic planning, and case management; (b) improving service delivery to Malians, and c) assisting justice sector institutions to communicate these reforms and progress on these reforms to the public.
Qualifications:
Experience providing institutional capacity building to governmental organization, experience working with GOM, the DNAJ, and or the Malian judicial sector preferred.
Minimum 5 years of experience working on an international development project
Experience in and knowledge of public financial management and project design/development  
Past experience overseeing public outreach and awareness campaigns
Prior experience working on a donor-funded project, USAID experience preferred
Relevant university degree
Proficient computer skills
French and English proficiency required; excellent written, verbal, cross-cultural communication, and interpersonal skills
Access to Justice/ Anti-Corruption Specialist (Component 2 Lead)
The Access to Justice/ Anti-Corruption Specialist will manage the block grant and provide technical assistance to the Tien Sira program that trains and deploys paralegals. He/She will also implement a plan to create and/or strengthen legal aid clinics.
Qualifications:
Minimum 5 years of experience working with building capacity of formal and informal justice sector organizations, experience with Malian (or West Africa) organizations preferred
Must have experience in legal educational capacity building in a civil-law country, preferably including institutional sustainability  
Knowledge and experience working with legal clinics, paralegals, and legal education institutions
Extensive recruitment and training experience in the justice sector
Experience working with Tien Sira preferred
Proficient computer skills
French and English proficiency required; excellent written, verbal, cross-cultural communication, and interpersonal skills
Anti-Corruption Specialist (Component 3 Lead)
The Anti-Corruption Specialist will develop creative ways to reduce corruption and roadside harassment in two targeted regions utilizing a mixture of business process improvement, access to justice, information dissemination on legal rights, and public information campaigns.
Qualifications:
Minimum of 5 years of related experience and knowledge of cross-border trade and its relationship to Feed the Future goals
Experience leading anti-corruption campaigns and policy advocacy
Human and Institutional Capacity Development experience.
Previous experience working the Sikasso-Koury and Sikasso-Heremakono trade corridors preferred
Proficient computer skills
French and English proficiency required; excellent written, verbal, cross-cultural communication, and interpersonal skills
