We are seeking a Manager Climate-Smart Agriculture and Environmental Compliance for a multiyear, Feed the Future, USAID-funded project, Cereal Value Chain (CVC) in Mali. CVC will increase agricultural production, productivity and incomes, by both increasing direct income to men and women farmers, as well as through various value-added income generating activities carried out by value chain actors (including: input suppliers, farmers, traders, processors, wholesalers, buyers and exporters), and support services that strengthen the value chain (including agricultural and environmental technology providers and financial service providers).
Also, the CVC award seeks to identify and contribute to resolving key constraints with respect to the local and international enabling policy environment, to allow systematic and long-term transformation of the agricultural sector, led by the cereals value chains.
Responsibilities:
Provide strategic support to all project activities to ensure overall compliance with USAID’s environmental regulations;
Provide gender-sensitive strategic support to the development, analysis, and implementation of activities to manage the land, water, and agricultural production systems in the context of the changing climate;
Build adaptive capacity and climate resiliency in agricultural sector through the promotion of climate smart agriculture;
Lead the integration of gender-sensitive adaptive and mitigating agricultural production practices and natural resource management by providing technical assistance to field based staff members;
Develop and undertake evidence-based and gender-sensitive analytics and studies related to environmental impact and climate change adaptation along targeted value chains to inform project activities, and contribute to broader global climate change and climate-smart agriculture debates and policies;
Initiates development of Scopes of Work for environmental assessments and NRM management activities;
Contribute to the development and implementation of the environmental compliance monitoring;
Coordinate environmental compliance reporting to the donor;
Report to CVC’s Value Chain Competitiveness Director
Other tasks as needed.
Qualifications:
Advanced degree (at least MSc) in agronomy, soil science, natural resources management, environmental management or related disciplines;
Minimum of five years of professional experience in progressively more responsible project management positions, analyzing and coordinating programs in the field of climate smart agriculture and natural resource management; overseeing multiple program areas simultaneously;
Demonstrated professional experience and knowledge related to community based natural resource management : integrated soil fertility management, soil and water conservation, small scale irrigation, sustainable agriculture, tree nursery management,  reforestation and ‘local conventions’  in Mali;
Demonstrated professional experience in gender-sensitive approaches working methods;
Knowledge of, and experience with, environmental assessments and pastoral, forestry and biodiversity management are preferred;
Familiar with concepts such as “environmental footprint” and “life cycle management”;
Extensive knowledge of environmental regulations and requirements of Malian Government, ECOWAS, and USAID;
Experience with environmental compliance issues and reporting to USAID;
Proven ability to quickly integrate new concepts and reach full job performance within six months;
Strong verbal and writing skills;
Proven capacity in English report writing;
Fluency in French and Bambara are required, knowledge of other local languages is a plus.
