The United Nations Children’s Fund (UNICEF) in Mali, wishes to recruit Malian national for the following position:

I. PURPOSE OF THE POST : Under the direct guidance of the Project Officer Child Protection, contribute to project design, implementation, evaluation of programme/project activities, data analysis and progress reporting.
II. MAJOR DUTIES AND RESPONSIBILITIES: Collect and analyze data for Situation Analysis, programme/project planning, management, monitoring and evaluation purposes. Analyze programme implementation reports and evaluate reports and evaluate against established programme recommendations and plans o action. Assist Government authorities, NGOs and communities to implement and monitor a referral mechanism to protect children from violence, abuse and exploitation.
§ Undertake ongoing visits to UNICEF special protection projects sites, assess local conditions and resources and monitor UNICEF inputs. Communicate with local counterpart authorities on project feasibility and effectiveness including monitoring the flow of supply and non-supply assistance.
§ Undertake follow-up action on programme implementation activities and prepare relevant reports. Draft changes in programme workplans as required.
§ Assist Government authorities to plan and organize training programmes. Identify training needs and objectives for the purpose of capacity building, programme sustainability as well as promotion and advocacy. Select and compile training and orientation materials for those involved in programme implementation including donor and media visits.
§ Assist in the preparation of country programme recommendation by drafting CPSS and other relevant documentation ensuring accuracy and consistency with establish rules and regulations. Maintain computerized programme system and submit relevant reports.
§ Assist in identification, selection and distribution of technical supplies and equipment. Evaluation and analyze financial and supply reports to ensure appropriateness of documentation, expenditures are within allotments, data is consistent with PIDB. Report to supervisor and/or Head of office outcome of review.
III. QUALIFICATIONS & COMPETENCIES
1.) Education : University degree in Social Sciences or related technical field.
2.) Experience: Two years progressively responsible experience in programme design, administration, monitoring and evaluation in related field. Experience in an international organization is an asset.
3.) Language(s): Fluency in French and working knowledge of English is required. Knowledge of the local language is also required.
4.) Other Competencies
· Knowledge of the latest developments and technology in related fields;
· Analytical, negotiating, communication and advocacy skills;
· Computer skills, including internet navigation and various office applications;
· Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization;
· Ability to express ideas and concepts clearly and concisely in written and oral form;
· Good level of computer literacy systems and applications, Microsoft package (Word, Excel, PowerPoint etc.);
