4 months (potential for renewable, contingent on funding)
Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Program Coordinator will work closely with the Ebola Team Leader, PDQ Director, Operations Director, Humanitarian PDQ Coordinator and Technical Advisers to provide appropriate administrative and operational support in the development and implementation of the humanitarian program (mainly on the Ebola program). The overall responsibility of the Program Coordinator is to follow up and facilitate information management, assessment, designing, planning, implementation, and MEAL of all Ebola Mali based projects, including financial follow up.
In the event of a major humanitarian crisis the role holder will be expected to work outside the scope of the job description and be able to vary working hours accordingly. The Program Coordinator may also be asked to support some discrete activities for our Category 2 emergency response in the north of Mali.

KEY AREAS OF ACCOUNTABILITY:
Programme and Operations Support
• Support the design and manage implementation of programme and operational Ebola activities in Mali.
• Manage 2-3 Ebola grants across 2-3 sectors, ensuring that projects and reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget.
• Support on Ebola proposal writing
• Oversee multi agency coordination at field base level in collaboration with the field office managers.
• Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, support in development of workplans, spending plans, and logframes, compile workplans, compile proofs of realisation of activities, monitor against logframes, etc.).
• Implement and monitor effective Ebola prevention and related safety/security procedures for the field base, ensuring staff compliance and that new programmes are built around these considerations.
• Timely flag issues with delivery of activities and implement corrective measures, in collaboration with the operations and finance teams as and when required.
• Ensure weekly follow up of Ebola budgets with Awards Manager.
• Work closely with the logistics team to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field base
• Contribute to develop and implement participatory assessments and other MEAL systems to contribute to programme planning and M & E processes
• Manage and motivate field-based staff to perform effectively in their respective roles and responsibilities. This will include leading on staffing structure, recruitment, performance management and supporting the implementation of staff welfare policy in collaboration with HR.
• Lead on the elaboration of narrative reports for Ebola grants in Mali.
• Write no-cost extension requests – in case it is necessary (but with every effort to avoid them).
• Compile Ebola sitrep for Mali, should this be required.
• Lead in the development of budgets and contribute relevantly to master budget for the Ebola response.
• Effectively work with support services (logs, admin, HR, finance) to undertake key activities and work alongside Technical Programme Co-ordinators to ensure that all programme activities run smoothly.
Representation and Advocacy
• Participate in SC Ebola coordination calls with key member of the Operations and PDQ team and Ebola coordination external forums as requested.
• Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
• Contribute to communications and media work.
General
• To ensure that the minimum standards of humanitarian relief are maintained in accordance with i.e. the Sphere Charter and Red Cross Code of Conduct.
• Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE
Essential
• Degree level (BSc/BA/BEng) in a relevant field (Humanitarian Assistance, Development Studies, International Politics or other related fields) or able to demonstrate equivalent experience.
• Significant experience of working in humanitarian programmes
• Technical understanding of project design and project cycle, familiar with key donor’s requirements.
• Fluency in written and spoken French and English. Ability to produce documents in both languages.
• Experience in project/program management and implementation (including writing and editing of proposals, drafting of reports and briefing documents, and budget development and monitoring)
• Excellent computer skills including Word, Excel, Internet, Email, and Power Point combined with the ability to develop and maintain office and management information systems.
• Ability to write clear project reports.
• Previous experience of managing a team
• Demonstrable project budget management experience
• Experience of identifying advocacy issues at field level, or supporting efforts at national level
• Proven attention for detail and ability to effectively manage a high volume of data and information.
• Excellent communication skills.
