USAID/Mali has an immediate opening for an experienced AIDU.S. Offshore HirePersonal Service Contract Health Senior Manager and Technical Advisor (HSMTA) will function as Senior Manager and Technical Advisor to the Health Office Director, as such, the incumbent will serve as the Deputy Health Office Director.  
S/he helps set priorities and performance objectives for the Office. Ensures the Office’s full compliance with all the financing and budgetary requirements in collaboration with the Controller Office, field-based Health Team and Contracting and Agreement Office Representatives (COR/AORs), and DC-based COR/AORs. S/he builds and sustains collaborative partnerships with implementers by planning periodic interactive events; engages actively in external communications with other donors and government counterparts in complementarity with other Health Office staff; liaises with others technical offices and/or Washington, D.C. to contribute to agency-wide policies, strategies, performance indicators, assessments, and evaluations of programs. 
Depending on the Mission’s need, the incumbent may serve as the USG Global Health Initiative (GHI) Coordinator and be responsible for interagency coordination between all USG health activities in Mali. S/he represents USAID at implementing partner, high-level government and donor meetings as appropriate and serves as the acting office leader in the Director’s absence.
To be considered for this position applicants must meet the following minimum qualifications:
– United States citizenship;
– Hold a graduate degree, preferably in public health, but other graduate degrees (social sciences, international development, business, project management or public administration) will meet the requirement when coupled with substantial work experience in the health sector;
– Have at least seven or more years of progressively responsible professional experience as a technical advisor for health programs, of which four years working on large-scale development programs and public health initiatives in low-resource settings, preferably in Africa.
– Health program management and implementation experience, including good familiarity with funding cycles, financial report, utilization of data to guage project progress, in addition to technical sector reports.
– Experience working with host country counterparts and a wide range of development partners, e.g., local, regional and national officials; public and private sector partners; nongovernmental associations engaged in the health sector; civil society organizations; community health associations; women’s groups, other donors, etc.
