The Norwegian Refugee Council (NRC) is a non-governmental independent and non-profit humanitarian organization established in 1946. NRC’s mission is to protect the rights of displaced and vulnerable people in times of crisis.                                                         

Position : Head of Support

NRC is looking for a Head of Support in Mali

NRC has operated in Mali since 2013. From our four field offices in Mali, Gao, Timbuktu, Mopti, and Kidal, NRC strives to meet the basic needs of people affected by violence and displacement.

We provide education, shelter, food security, and give people legal assistance. We also have a dedicated emergency response mechanism.

The Head of Support is responsible for ensuring that all support functions are providing high quality and efficient support programme implementation.

The Head of Support reports to the Country Director.

Job description

  • Line management for support managers such as Finance, HR & Admin and Logistics (incl. ICT)
  • Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  • Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action
  • Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans
  • Responsible for ensuring quality support to project implementation.
  • Facilitate the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs
  • Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation
  • Responsible for development of new country specific technical SOPs, guidelines and tools
  • Responsible for organisational learning related to programme support
  • Responsible for technical capacity building of support staff

Qualifications

  • Minimum 4 years experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Allocation of resources and costs expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Valid driver’s license
  • Knowledge of the context in Mali
  • Mastery of French language and professional knowledge of English
  • Solid knowledge of HR, finance and logistics routines in a humanitarian context
  • Excellent communication skills
  • Ability to process large amounts of liquid data
  • Experience with start-up, exit or similar

We offer

  • Commencement: March 2019
  • Duration: 12 months
  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Level: Grade 11 in NRC grade structure (See attached the NRC Grade structure)
  • Duty station: Bamako, with 20% travels
  • Approved health certificate will be requested before contract start.
