Under the Feed the Future (FTF) initiative on technology Scaling Award funded by the USAID Mali Mission, the World Agroforestry Centre (ICRAF) is looking for a bilingual (English/French) Monitoring & evaluation and impact officer to be based in Bamako at ICRAF Sahel office.

Overall assignment Purpose:
• Under supervision of the Chief of party, technically support and facilitate the rollout of the Monitoring, Evaluation and Impact assessment component of the USAID-funded SmAT-Scaling project in Mali, as well as specific duties in the areas of internal-external communication.

Initial Assignment Duration:  2 Years

Specific Duties and Responsibilities:
A. Monitoring and evaluation
• Support and coordinate all M&E and Impact assessment activities, while supervising and collaborating with the M&E experts of the partner NGO organizations. This includes working with those partners on (digitized) data collection and timely donor reporting.
• Identify training needs, also at field level and provide required trainings.
• Lead and supervise data surveys, including the project’s final evaluation.
• Ensure data quality collection and management using iFormBuilder, CSPRO, ODK, ArcGIS, Zoho Report and other M&E system
• Control and clean data (e.g. identification and timely correction of errors), and supporting data analysis and feedback
• Provide ICRAF management assessments on all M&E aspects and alert on emergencies
• Support the design, the adaptation and translation of survey instruments, supporting enumerators’ identification and training, leading and supervising the administration of project surveys, data quality control and cleaning (e.g. identification and timely correction of errors), and supporting data analysis and feedback
• Prepare Quarterly Progress Updates for target project indicators
• Assist and contribute to all project planning activities, such as annual work plan planning, trimestral partner meetings, USAID M&E events, etc.
• Document and back up all documents and reports
• Prepare all required reports timely and enter data in on-line USAID M&E systems
• Liaise with M&E experts at ICRAF HQ in Nairobi on short or long-term strategies • Follow up all aspects related to internal and external communication of the project, such as communication with partners, USAID and other donors, government institutions, universities, schools, embassies etc.
• Incorporate project’s results and findings into learning and in the overall communications and outreach/learning activities of the project. • Lead the development and organization of various materials, campaigns and events to disseminate information to all donors/partners/stakeholders aimed at raising knowledge and awareness of issues of agroforestry
• Support ICRAF to collect existing evidence on agroforestry impacts, success stories and lessons
• Perform other tasks as requested by ICRAF management.

Required Academic and Professional Qualifications:
• Master’s Degree in Agricultural Economics, Environmental Economics, Statistics, Rural Development, or related fields.
• At least three (3) years relevant research experience in agriculture, rural development or natural resource management, preferably in an international organisation.
• Good knowledge and practical understanding of the Sahel region, its rural economy, agroforestry systems, agricultural and environmental policies, markets, value chain, innovation networks, impact evaluation, and social inclusion.

Required Skills and Competencies:
• Good understanding of agroforestry interventions in smallholder systems is an added advantage.
• Knowledge and experience in designing and implementing quantitative and qualitative surveys, analyzing household survey data, development/research project impact assessment and writing technical reports.
• Good analytical and scientific writing skills using English language
• Strong quantitative skills in using STATA, SPSS or any other standard econometric software package.

The appointment will be for an initial period of two (2) years, subject to a three (3) months’ probation period. This position will be based in ICRAF’s Office in Bamako, Mali.
