PURPOSE OF THE POST
Under the direct supervision of the logistic specialist (emergency), manages the warehouse operation in an emergency situation. Responsible for the continuity of the warehouse operation which may include the set-up of new facilities. Advises on all matters of warehouse management and logistics. Collaborate closely with the logistic cluster for all warehousing and logistic matters.
Assess the strength and weakness of the warehouse operation in Mali and propose corrective measures for improvement. Conduct training of warehouse staff in Warehouse management best practices. Assist the country office with VISION Warehouse module (UNICEF ERP system).
MAJOR DUTIES AND RESPONSIBILITIES
Assess strengths and weaknesses:
Conduct an assessment of the current situation of the warehouse including warehouse facilities, condition of the equipment, manpower in place, and processes.
Ensure an accurate and complete stock level count.
Assess the availability of space and prepare stacking/storage plans in order to utilise the space optimally.
Assess the strengths and the weaknesses of the warehouse operation and propose corrective actions to the management.
Ensures appropriate procedures and systems are in place to ensure efficiency of the Warehouse operations.
Assess new warehouse facilities when needed.
Capacity building:
Assist in the training of warehouse staff in warehouse management best practices.
Support with VISION warehouse module transactions, including the annual inventory count.
Guides warehouse staff, builds capacity of staff and ensures strong teamwork.
Liaises with Logistics Specialist and other UNICEF staff to implement new initiatives, align with good practices and ensure continuous improvement.
Manage the warehouse operation:
Responsible for the management of the UNICEF inventory and warehousing operations, in line with UNICEF policies and procedures.
Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that relevant records are properly maintained.
Ensure that UNICEF standard systems are properly maintained at warehouses in the country.
Supervise the receipt and dispatch of all consignments arriving in the warehouse.
Monitor the quantity and quality of supplies stored.
Carry out regularly physical random count/inventory in the warehouse.
Prepare necessary steps for commodity disposal through Property Survey Board committee.
Prepare monthly/weekly stocks and logistics movement reports.
Prepare loading plans and ensure that standard waybills are duly filled.
If necessary, implement and organise new warehouse
Perform other related duties as required.
QUALIFICATIONS & COMPETENCIES
Education          
End of Secondary education degree (Baccalaureat ) and first university degree or equivalent, supplemented with experience in Warehouse management, logistics, business or training in appropriate disciplines.
Experience        
Two years relevant working experience, preferably in a Warehouse/logistic function, or an administrative function in an operational working environment. Work experience in emergency context an asset.
Language(s)      
Fluency in French. Second UN language is an advantage.
