Talents Plus Conseils is recruiting for Terrafina Microfinance: Program Advisor for the region West Africa

Starting 1 June 2013, for an initial fixed term contract (extendable in case of good performance)
Terrafina Microfinance is the joint microfinance program for Africa, set up by ICCO, Oikocredit and the Rabobank Foundation consortium. Terrafina provides support to and boosts local microfinance institutions (MFIs) as well as networks and focuses on three rural areas in Africa: West Africa (Mali, Burkina Faso, and Senegal), the Horn (Ethiopia) and the Great Lakes region (Rwanda, Burundi). Terrafina is looking to fill the position below;
1. About the team
The Terrafina Microfinance program is executed by a small expert team of around 8, plus support staff. Set up in the Netherlands. Last year 2 regional teams were created in West and Eastern Africa. The regional team for West Africa currently exists of one Program advisor based in Bukina Faso and two Program Advisors and a Technical and Administrative Assistant based in Mali.
2. About the position
In West Africa, Terrafina Microfinance has a portfolio of approximately 30 MFI partners including MFI networks. The program specifically focuses on emerging MFI’s and access to finance for the rural population. The program advisor plays an important role in the Capacity Building programs for the Terrafina Microfinance partners in the West Africa region. The program advisor will be responsible for guidance to implement the capacity building programs including coaching of MFI partners to manage capacity building interventions and coordination and mentoring of capacity building consultants. As a program advisor you will have a portfolio of MF partners for capacity building
interventions but also for monitoring of performance and input to prepare for financing proposals for approval in Holland. The program advisor is also expected to contribute actively to the learning agenda of Terrafina Microfinance. The program advisor will be located in Bamako Mali. Currently the program requires one program advisor with each specific competency for:
 The capacity building of young MFI’s
We require good understanding of Microfinance procedures, indebt knowledge of capacity building processes and good coaching skills, strong customer orientation and at least 3/5 Nous créons la passion et l’énergie
2 years’ experience with training and advisory work preferably in microfinance/ financial sector.
 Rural financial product development including financing of agricultural value chains
We require good knowledge and understanding of rural and agricultural finance, rural development issues including value chain development, networking and stakeholder facilitation skills. At least 5 years’ experience in agricultural finance, value chain finance/ agricultural development is required.
3. Duties and Responsibilities:
 Program development: providing input to the lead program officer for program and project development and country strategies through development of CB work plan.
 Project development: providing building blocks for project plans and feedback letters (MFI Analysis, MicroScore, monitoring reports).
 Project monitoring: Monitoring of contracted projects against agreed results/ milestones, review of MFI Fact Sheets/ MicroScore, maintenance of performance indicators, annual progress reports per MFI, keeping the MFI and project dossier.
 Capacity Building (CB) Facilitation: CB Needs assessment, CB plans, TOR development, selection/contracting/payment of consultants, supervision of consultants and (organize) training of consultants.
 CB coordinationwith other CB facilitators / funders in the country, to secure coherence/ efficiency.
 CB budget oversight: CB budget planning under approved CB project plan, CB budget execution (procedures to be adapted) with administrator.
 Supervision of consultants: supervision of specific CB assignments, contribute to enhancement of local consultant sector in-country (link to national consultants pool, selectively contribute to consultants training), guidance and coaching on CB methodologies and planning and tools to MFIs and local consultants.
 Learning & Innovation: participation in L&I program, with lead and/or participation functions depending on the topic.
 Communication: contribute to communication activities (internal/ consortium and external).
4. Qualifications and Skills
 University degree (or equivalent) in Economics, Business Administration, Development studies or Agriculture economics.
 Should have good knowledge of financial sector and microfinance practices.
 Must have at least 5 years’ experience in Micro finance/ rural finance / cooperative finance preferably in different countries. .
 Should have good knowledge of capacity building techniques & microfinance.
 Should have at least 3 years’ experience with advisory work and/or capacity building programs.
 Work experience with an international organization will be of added value.
 Knowledge on value chains, multi stakeholder processes facilitation and networking skills need to be very high.
 Working knowledge of English and French (English is the internal work language in Terrafina Microfinance).
