Project Summary:
Awarded in July 2015, the Performance Monitoring and Evaluation Platform Project provides technical support and training to USAID/Mali staff and implementing partners to meet the Mission’s management information needs, facilitate program management decisions and shape long-term strategic direction decisions. One of the primary objectives of the project is building the capacity of Mission staff and select implementing partners to perform high quality performance monitoring and verification. The Platform is in the process of conducting Third Party Monitoring (TPM) and Data Quality Assessment (DQA) in the North of Mali. We are presently seeking experienced and interested Monitoring and Evaluation Consultants for the position of the TPM Coordinator or DQA Consultant.
Position Summary:
The Consultant will lead in the design of data collection tools, supervise Field Monitors to collect data, conduct data analysis and write the report. The entire duration is not expected to exceed 50 working days.
Responsibilities:
Provide technical assistance and oversight to the TPM or DQA implementation
Lead in the planning and execution of the TPM or DQA. This shall include developing data collections tools, data collection schedule and training of data collectors.
S/he shall lead the data collection process, which shall include personally interviewing key informants, conducting focus group discussions, ensuring site inspections and photo taking as well as supervising data collector in the administration of mix method questionnaire.
Responsible for developing the template for an analytical database (such as SPSS, STATA, Epi Info, SAS etc) for data entry.
Shall be responsible for ensure high data quality not only during data collection but also during data cleanup and analysis.
S/he shall be responsible for conducting the analysis of data using analytical software. Some analysis may include determining level of significance as well as testing for hypothesis
The Consultant shall be solely responsible for developing the draft TPM report and finalizing the report after inputs have been made by key stakeholders.
Qualifications:
Master’s Degree or Ph.D. in international development, public policy, economics, statistics or other relevant field from an accredited institution.
Minimum ten (7) years of demonstrated experience in monitoring and evaluation, data analysis and similar research, preferably with USAID.
Minimum five (5) years of experience managing staff and/or teams of consultants preferred.
Proven skills in defining results/outcomes statements and selecting performance indicators.
Experience in providing technical assistance and training in monitoring and evaluation, strategic planning and/or research methodologies. Experience in designing and field testing surveys and other instruments for collecting data.
Experience conducting site visits and activity verification and data quality assessments in multiple provinces of Mali.
Ability to synthesize large amounts of data into different formats (e.g., reports, short summaries, presentations).
Experience leveraging performance monitoring data for improving ongoing project management.
Willingness and ability to work in Gao, Mopti, Timbuktu or Kidal.
Ability to work with a variety of people from different backgrounds.
Demonstrated fluency in written and spoken French and English.
