USAID/Mali has an immediate opening for an experiencedAID Foreign Service National (FSN) Program Information Management Specialist (PIMS) who will serve in USAID/Mali’s Program Office and will focus the following primary areas of work: development and management of databases (40%), management of GIS and production of maps (30%), management of website (10%), train relevant staff (10%), and other communication, program and technical support as needed (10%).
The applicant must have hold a Baccalaureate degree or equivalent of a four-year U.S. university degree, (equivalency accreditation if a non-U.S. institution) preferably in a relevant field such as geography, computer science, information management. The incumbent must have a minimum of seven (7) years of GIS, website, and database management experience. S/he must have demonstrated skills in establishing and operating GIS is required. In particular, the incumbent must have at least four years’ experience in the use of ArcGIS software, MS Access database software, image manipulation software (Photoshop), and website management software (Dreamweaver or other). H/she should have a demonstrated track record of increasing responsibility and experience in the design, implementation, and management of websites, GIS mapping, and database systems. Superior English speaking and writing skills are essential (Level IV). Strong French language skills are required (Level IV). H/she must have thorough knowledge of hardware and software installation /configuration for GIS. H/she must have knowledge in the use of basic office software (Word, Excel, and PowerPoint) and superior working knowledge of Access, Dreamweaver, and Photoshop software (or equivalents). Photography and video production are desirable. H/She must have strong interpersonal, written and oral communication and leadership skills. H/she demonstrated ability to proactively identify and propose GIS opportunities in organizations and implement the opportunities as feasible.
