Chemonics International Inc., a leading international consulting firm based in Washington, D.C., seeks experienced professionals for the Famine Early Warning Systems Network (FEWS NET III), the world’s premier provider of high quality food security analysis and early warning. Created in response to the 1984 famines in East and West Africa, this five-year activity (2012-2016) aims to collaborate with international, regional, and national partners to provide timely and rigorous early warning and analysis of potential, emerging, and/or evolving food security issues in order to inform appropriate humanitarian response. The project currently covers 31 countries, with plans to expand over the coming five-year phase.
FEWS NET also aims to strengthen regional and national capabilities in food security monitoring and analysis. This is done through pro-active, hands-on collaboration with partners and counterparts in the various stages of monitoring, assessment, analysis, and information dissemination. The goal is to share FEWS NET knowledge and methods with partners in local, regional, and global food security networks so together, network partners can achieve the global objective of assuring food security for all.
Famine Early Warning Systems Network (FEWS NET) National Technical Manager
Position Description
The National Technical Manager (NTM) serves as the technical and administrative head of the Mali office, based in Bamako. Where appropriate, the NTM will also support remote-monitoring in selected countries. The NTM is responsible for activities in four areas:
– Efficient, focused food security monitoring, early warning analysis, and response planning
– Effective communication of this analysis to partners and decision-makers though high quality reports and briefings
– Capacity strengthening and network management
– Project administration and management
– The NTM will provide quality control for the deliverables of the project and will ensure that activities and products are delivered in a timely manner.The NTM will work under the technical direction of a Regional Technical Manager, and will be administratively supervised by the Chief of Party (COP) or his designate. She/He will collaborate with a team of regional technical experts and other technical staff. The NTM will be required to travel intensely within Mali, and some international travel in sub-Saharan Africa, Europe, and the United States may be required.
National Technical Manager Qualifications
– At minimum, a degree in a discipline that is directly relevant to or provides central skills in food security analysis, including economics, agricultural economics, agronomy, nutrition, climatology, anthropology, or geography;
– At least five years of relevant country or regional experience in early warning/food security information systems, food security analysis, as well as other related fields;
– GIS applications and mapping skills;
– Excellent computer skills;
– Excellent communication and interpersonal skills;
– Experience effectively working and coordinating with partners and stakeholders;
– Supervisory, management, and donor coordination experience; and
– Excellent analytical and report-writing skills in English and French.
– The successful candidate must be able to speak, read, and write final reports in English and French.
