The United Nations Children’s Fund (UNICEF) in Mali wishes to recruit a Malian national for the following position:

I. PURPOSE OF THE POST
Under the general supervision of the Chief, Communication for Development, assists in the planning, implementation, monitoring and evaluation of a behaviour change and social mobilization strategy, to support UNICEF’s mission in the country.
II. MAJOR DUTIES AND RESPONSIBILITIES
– Contributes to the development of a behaviour change and social mobilization strategy, by carrying out/facilitating research and compiling and analyzing relevant data. Assist counterparts and partners at district level in capacity building, quality implementation and monitoring of participatory and community approaches, aiming at the promotion of the essential family practices. Assist sectorial programmes and UNICEF Technical Advisors in the field, in C4D data collection and analyses, field experiences and lessons documentation.
– Assists in building alliances/partnerships with religious groups, traditional leaders, teachers, artists and other organized groups in the community, as well as civil society organizations, to orient them on country programme goals and to solicit their involvement in the implementation of the country programme.
– Participates in the design, development, pre-testing and evaluation of culturally relevant communication for development materials and activities.
– Follows up on the production of materials and oversees the qualitative aspects of production, (e.g., quality control, translation, review of layout and graphic design).
– Monitors and evaluates the appropriate and timely dissemination of communication for development materials to target audiences, and participates in the evaluation of their impact.
– Monitors implementation of communication for development activities by reviewing progress and identifying constraints through field visits, consultation with government counterparts, partners and community and UNICEF programme staff. Prepares analyses and reports.
III. WORKING CONDITIONS
Post is office-based, with frequent travel within the country, and occasionally outside.
IV. QUALIFICATIONS & COMPETENCIES
Education
University degree in the social/behavioural sciences (Sociology, Anthropology, Psychology, Health Education).
Experience
Two years professional work experience in social development, preferably in the areas of participatory communication, communication planning, social mobilization, behaviour change and community empowerment, at either the national or international level.
Language(s)
Fluency in French and English (as a second UN working language) required. A good knowledge of local working language of the duty station an asset.
