Job group title

Finance Officer + Business economic advisor

Specification of the job

– Advice and development of business economic elements of the ICCO programs in the region, specifically the business ventures part of the ICCO FED program.
– Is responsible for the financial aspects of contracts and cooperation between ICCO and partners.

Responsibility

– Is responsible for advise to PO’s and partners on business planning, funding instruments (grant, loan, guarantee, equity investment) and methodological assessment of business plans.
– Assessment & monitoring of financial aspects of program/project proposals as well as the preparation of payments on programs/ projects.

Position in the organization

The FO reports to the Regional Manager. The finance officer works in a multidisciplinary team in close cooperation with the Program Officers.

Overall Job objective

– The job objective is to assess business plans of partners and advise PO’s on funding modalities (grant, loan, guarantee, equity investment)
– The job objective is to contribute to proper utilization and accountability of funds made available by ICCO to partners and program coalitions

Tasks

– Analysis and assessment of business plans of (potential) partners.
– Advise PO’s on funding modalities (grants, loans, guarantees, equity investment)
– Advise PO’s and partners on development of business plans
– Building up and maintaining a network of regional Business Development Service providers which can support capacity develop-ment of ICCO and partners in business economics/business planning
– In collaboration with external BDS providers develop a capacity development plan for partners on MIS specifically for businesses.
– Financial analysis and assessment of program and project proposals
– Prepare transfer of funds to local organisations
– Financial monitoring and evaluation of the programs and projects by analysis of financial reports and audits.
– Advising on financial capacity of partner organizations.
– Facilitation of capacity building and expert knowledge in financial administration and control

Qualifications needed

– Relevant educational background ( business economics)
– Expertise regarding business economics & funding modalities (grants, loans, guarantees, equity investment), administration & finance
– Relevant working experience (at least 5 years)
– Knowledge of development issues, change processes and North-South cooperation
– Good comprehension of financial procedures and Management Information Systems (MIS) in financing and business organizations
– Knowledge on ICT and financial systems like those used by ICCO
– Communicative skills in writing and verbally
– Excellent language skills in English and French
