For ICCO’s programs in the area of conflict transformation, democratization, human rights, decentralization and community governance
Responsibility
The program officer is responsible for effective, efficient and learning relationships between ICCO and partners/program coalitions and other alliances in the region as well as with ICCO Utrecht and sometimes back donors
Position in the organization
The program officer reports to the Regional Manager works in a multidisciplinary team and in close cooperation with the Finance Officer

Overall Job objective
– The job objective is to contribute to regional development processes by facilitating multi-actor, multi-level programs and to support strategic relations and alliances within the framework of ICCO Alliance Strategic Plan and secondly help partners find capacity building, stakeholders, funding when needed.
– The team of program officers as a whole should cover all (sub-) thematic area’s in terms of knowledge of domain, players and content
Tasks
– Identification and facilitation of programs and program coalitions by applying the 4 ICCO strategic roles in the programmatic approach: strategic financing, advocacy and lobby, capacity building and brokerage
– Assessment of program- and project proposals
– Preparation of financing decisions
– Control, evaluation and monitoring of ongoing contracts between ICCO/KiA and local partners
– Contribute to learning, exchange and knowledge-sharing
– Contribute to strategic policy development and to the development of the regional annual plan
– Contribute to communication regarding activities and policies of ICCO and partners in North and South
– Contribute to applications for funding by other sources
– Coordination with other relevant alliances in the region (members of Northern alliance, APRODEV, ACT, others.)
Qualifications needed
– Educational background in CT & Democratization, good governance, and human rights (HR)
– HR and CT&D-relevant working experience
– Work experience in conflict countries is an advantage
– Good knowledge of the social, economic and political situation in West African countries
– Substantial regional experience in a relevant field. The PO-team as a whole should will cover all Area’s
– Good knowledge of development issues, understanding change processes and North-South cooperation
– Excellent language skills in English or French and sufficient skills in the other.
– Knowledge of financial aspects related to funding of programs
– Negotiation skills,
– Networking and facilitating skills
– Good writing and presentation skills
