The United Nations Children’s Fund (UNICEF) in Mali wishes to recruit a Malian national for the following position:

I.
PURPOSE OF THE POST
Under the direct guidance of the Supply & Logistics Specialist, assists in the procurement, distribution and monitoring of UNICEF’s supplies, in support of the Country Programme
II. MAJOR DUTIES AND RESPONSIBILITIES
– Conduct local procurement through issuance of drafts of tenders, bid adjudication and contract management. Identify and recommend potential local suppliers. Maintain data on and evaluate local supply sources’ overall performance, (competitive pricing, product quality and timely delivery.
– Support supply planning through coordination with Operations/Programme Sections. Provide technical support in preparation of appropriate documents, propose technical and operational recommendations and input on specifications and supply and logistics arrangements(e.g., specification of supplies and mode of shipment/transport), facilitating cost-effective efficient procurement, in support of the country programme implementation and to ensure projects supply deliveries meet targeted goals and deadlines.
– Maintain effective working relations and contact with the Supply Division, Copenhagen, to confer on supply procurement and shipping policies and procedures. Advise the country office on policies and procedures impacting on offshore and local procurement and delivery. Make technical and operational decisions on interpretation and application of supply rules, regulations, policies and procedures in consultation and coordination with supervisor, senior management, and/or Supply Division, as appropriate.
– Help to coordinate with the Programme Section on supply planning, providing technical support on procurement specifications and supply administration as well as providing advice on supply requirements in the development of the supply component of the Country Programme.
– Assist in the identification of training needs and plan training activities in supply administration for UNICEF’s staff/consultants and counterparts, to improve supply delivery. Conduct training activities in supply management for UNICEF’s staff/consultants and counterparts, designed to improve supply delivery.
– Undertake field visits to project sites and sub-offices to inventory and monitor supply inputs. Propose corrective actions to improve logistical procedures. Prepares trip reports for the head-of-office and supervisors.
III. WORKING CONDITIONS
Post is office-based, with frequent interactions with suppliers and occasional travel to project sites and sub-offices, as required. Periodic field visits to conduct on-site to monitor supply input including end-use monitoring.
IV. QUALIFICATIONS & COMPETENCIES
Education
: University degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, purchasing or contracting. Or, a recognized qualification in procurement and contracting. Educational qualification in relevant areas (operations/management, supply change management, etc.)
Experience: Minimum two years, preferably five years of relevant professional work experience, including progressively responsible work in supply management, purchasing, contracting or related fields at the national level.
Experience in an international organization desirable.
Be familiar with UNICEF/UN Supply/procurement Policies, Rules and Regulations.
Language(s): Fluency in French and Good Knowledge in English is required.
