An international NGO is recruiting a Regional Program Coordinator – Extractive Industrie for its West Africa regional office based in Dakar.
TITLE: Program Coordinator (PC) – Extractive Industries (EI)
STARTING DATE: April 1st, 2011
REPORTS TO: Deputy Regional Director
COORDINATES WITH: WARO EI Pos, others Pos, Coordinators, RD, Program Support Unit of WARO and RPD, LEAD, Extractives Industries Team in Washington, SAMRO, EARO, CAMEXCA,
LOCATION: Dakar, Senegal – West Africa Office (WARO)
PURPOSE OF THE POSITION
The position is a regional position with a work scope that covers large-scale extractive industries in Senegal, Ghana, Burkina Faso and Mali. As such there is considerable engagement with national Civil Society Organizations, ECOWAS Commission in Nigeria, National Governments, Local Authorities, donors and Oxfam affiliates in-region to advance common initiatives.
PRIMARY RESPONSIBILITIES:
The PC work priorities & responsibilities will be guided by Oxfam America strategic planning processes, particularly the EI Program Strategic Paper (PSP). Working to agreed annual performance objectives & personal development plan, in a close co-ordination with others EI PCs & guidance by the DRD, the PC will:
Program Strategizing and planning:
– Review and Implement the Regional EI Program Strategic Paper to achieve significant program impacts on Mining, gas and oil work;
– Design subsequent annual work plans and conduct annual impact reflexion in collaboration with the MEL coordinator;
– Provide inputs into development of the strategic planning of overall WARO program & foster opportunities for cross-cluster collaboration;
– Network with peers, both within & outside WARO, to develop a shared analysis of EI issues
– As determined by DRD, contribute to the development of strategy & implementation of specific joint program/activities with other affiliates at national or regional levels including the SMS ongoing process in key countries
Program delivery and Fund Raising
– Portfolio management & resource development
– Ensure the smooth implementation of EI PSP.
– In compliance with grant-making procedures & policies, work with EI Program Officers to develop grants from conception to approval, & manage the assigned grant portfolio;
– Work with donors, government, business and civil society for resource revenue
– Management and promote the adoption of resource revenue transparency charters such as
– EITI and national resource revenue transparency laws ;
– Develop proposals for external funding as agreed with DRD;
– Contribute to management of restricted donor funds, including participating & hosting donor visits and collaborating on donor report development.
Policy Analysis & Advocacy:
– Advocate for the rights of the direct affected communities
– Build capacity and use media to promote better practice in EI and raise awareness about practice and policy gaps;
– Conduct research & analysis on EI related issues & utilize the information for OA & /or partners’ EI related work.
– Support development and implementation of regional and national EI campaigns
Human Resources & Finance management
– Plan & manage both human & financial resources, processes needed for carrying out the EI program;
– Track the expenditure of restricted donor funds in compliance with donor rules
– Ensure compliance & accountability in management of grants to local partners & consultant contracts;
– Perform management of the term employees, consultants & volunteers, including Ghana Advocacy Officer
M&E, Learning & Accountability
– Ensure that quality standards for gender mainstreaming, M&E & Impact assessment are applied in the cluster program, used in developing grant & non-grant work at the program level.
– Conduct regular monitoring visits, follow up, and evaluation of grants, analyse projects, and recommend appropriate actions as necessary;
– Participate actively in EI Global Program strategic planning discussions and cross-regional skills-building initiatives
QUALIFICATIONS
Education
– A master’s degree in law, economics, social or environmental science, or other relevant fields;
Experience & core competencies
– At least ten years demonstrable experience in developing country natural resource management
– Proven experience in program development & management, research & conducting effective monitoring & evaluation of projects;
– Strong understanding & experience in social justice, rights issues, rural development;
– Excellent ability to advocate for human rights, rural development, economic development & the roles of government, donors and the private sector.
– An understanding of gender;
– Team management experience and a team player who works well in a multi-cultural environment, communicates readily & shares learning with colleagues, partners, beneficiaries & officials;
– Experience in managing and reporting on restricted donor funds
– Knowledge of West Africa Region, especially the government & political systems.
– Ability & willingness to undertake extensive travel in & outside the region;
– Excellent command of written & spoken Both French and English.
– Comprehensive computer skills; fully conversant with Microsoft Office software and the internet.
