The United Nations Children’s Fund (UNICEF) in Mali wishes to recruit a Malian national for the following position:

I. PURPOSE OF THE POST
Under the guidance of the Chief HIV/AIDS, responsible for the planning, implementation, monitoring and evaluation of assigned HIV/AIDS adolescent project.
II. MAJOR DUTIES AND RESPONSIBILITIES
– Assist the Programme Specialist, HIV/AIDS , in strengthening partnerships with youth branches of religious groups, youth association leaders, young artists and media producers, as well as civil society organizations working with adolescents and youth to explore with them possibilities of planning and implementing HIV/AIDS and Life skills education in out-of school settings,
– Provides technical assistance to youth associations and networks in creating cultural events and sports for development activities contributing to mobilize communities on HIV/AIDS and other issues related to health issues affecting children and young people; and to enable a positive and protective environment for adolescents programme,
– As focal point for Aids and Youth, contributes to harmonize UNICEF support through the AIDS Task Team by using effective strategies and approaches that promote information, skills , services among out of school young people,
Supports NGOs and youth associations working in the most affected areas in strengthening youth dialogue and participation on adolescents’ issues ,strengthening social mobilization of youth in civil society organizations – including faith-based organizations,
– Assist NGOs, youth association in participatory research and in training material development and production,
– Plan, organize and conduct training and orientation activities for government partners and non-government organizations, for the purpose of capacity expansion of coverage of strategies and activities among out of school youth,
Monitor the implementation of activities among out of school young people and organize frequent visits to project sites. Disseminate communication research findings and contribute to capacity building of stakeholders at the regional level, including youth facilitators on Adolescents’ programming and implementation,
– Participates in the preparation of all programme reports for management, board, donors, budget reviews, programme analysis, annual reports, etc.
– Undertake field visits to monitor programmes, as well as conduct periodic programme reviews with government counterparts and other partners. Propose and/or undertake action on operational procedures affecting project management and implementation. Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s),
– Assist the Programme Specialist HIV/AIDS in the planning, monitoring and implementation of the AWP. Analyze and evaluate data to ensure achievement of objectives and/or take corrective action when necessary to meet programme/project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.
III. QUALIFICATIONS & COMPETENCIES
Education

Advanced university degree in social or behavioral sciences, health psychology and/or public health or related technical field.
Experience
Five years of professional experience in the field of HIV/AIDS, with significant academic and programme/project experience at the national and international levels in programme management, monitoring and evaluation, in a related field.
Language(s)
– Fluency in French and good working knowledge of English is required.
– Knowledge of the local working language of the duty station is an asset.

– Current knowledge of latest developments and issues related to AIDS
