The United Nations Children’s Fund (UNICEF) in Mali, wishes to recruit a Malian national for the following position:
Title : Health Specialist (Policy)
Level : NOC (National Professional, Category C of the UN System)

Duration : Initially 12 months (renewable) based on satisfactory performance

I. MAJOR DUTIES AND RESPONSIBILITIES
– Contributes towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information, and writing chapters of the Analysis.
– Prepares the sectoral documents for the Country Programme Recommendation (CPR) and Plans of Action, Country programme Summary Sheet, and other programme documents, as required.
– Assists in development of appropriate communication and information strategy to support and/or advocate health sectoral programme development with regards to IHP+/HHA, MBB, MTEF in light of child survival strategies and Poverty Reduction Strategy in general.
– Provides technical advice and assistance to government officials and other partners on IHP+/HHA, MBB, MTEF. Proposes and/or undertakes action on operational procedures affecting project management and implementation. Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Participates in intersectoral collaboration with other programme colleagues.
– Meets with national and international agencies covering development, monitoring and evaluation of health sector development plans. Participates in meetings with ministries responsible for health sector action plan review, and follows up on implementation of recommendations and agreements.
– Assists government authorities in planning and organizing training programmes with regards to IHP+/HHA, MBB, MTEF. Identifies training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.
– Participates in the development of the health sectoral workplan, ensures the achievement of specific assigned objectives. Provides guidance and support to staff in meeting project objectives.
– Prepares programme/project status reports required for management, Board, donors, budget review, programme analysis, annual reports, etc.
II. QUALIFICATIONS & COMPETENCIES
1.) Education
Advanced university degree in Social Sciences, or related technical field.
2.) Experience:
Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.
3.) Language(s)
Fluency in French and good working knowledge of English is required.
Knowledge of the local working language of the duty station is an asset.
