Background: Investment Climate Team for Africa (PLAS/PEP Africa) has recently launched a program to assist the government of Mali to implement investment climate reform. During its first phase (12 months), the Team will work on the following (see Annex for the overall program description):
– Improving business start-up procedures
– Developing SEZ framework
– Investment generation
It is envisioned that at the successful completion of te phase 1, the project will enter into a three-year long phase 2, which is aimed at
– assisting the implementation of th SEZ law by developing implementing regulations and providing capacity building to the implementing agency is also envirioned;
– Assisting the further improvement in regulatory simplification; and
– Assisting the government to address some of the key bottlenecks for improving the competitiveness of key sectors – agribusiness, tourism and mining – with the hoppe to generate investiments.
In order to support this program, the Team seeks a local short-team consultant (individual).
Scope of Work
Objective: The objective of the assignment is to assist the Team to successfully implement the first phase of the program in Mali by providing on-the-ground intelligene.
Activities
The consultant will provide day-to-day operational support from Bamako for the implementation of the Program, namely;
– provide political and economic updates which might affect the Program;
– ensure the receipt of communication from the Investment Climate Team for Africa by the cleint in a timely fashion;
– Follow up with the client to obtain response for the Team’s communiqué in a timely fashion;
– establish a rapport with the client;
– assist the Team to supervise the communication specialist;
– assist the Team members’ mission by arranging meeting in coordination with the World Bank Bamako office and participating in the meetings;
– in close coordination with the communication specialist, engage and build a network of local, credible champions in key constituencies.
Deliverable
– By weekly activity report throughout the contract execution period
Qualifications
– Very well-established network within the Mal political and business society
– Famaliarity with investment climate reform agenda
– Experience with project management
– Excellent writing skill in French
– Fluency in English
Budget: Up to 150 days
Timing: The contract is effective immediately, until June 30, 2008
