GRADE LEVEL:   5,015,901- 7,774,629 FCFA equivalent to FSN-4. In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Mali. Final compensation will be negotiated within the listed market value.

ELIGIBLE OFFERORS: Cooperating country national (CCN) – an individual who is a cooperating country citizen or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country.

BASIC FUNCTIONS :

This position is located in the Office of Humanitarian Assistance (OHA), USAID/Mali, Bamako.  USAID places particular importance on the Chauffeur function. In addition to possessing excellent defensive driving skills, Chauffeurs must exercise good judgment in the daily performance of their duties and have a thorough knowledge of road systems, not only in capital cities but also in other destination points in the host country (and occasionally in neighboring countries as well). Chauffeurs must know the boundaries of various “go” and “no-go” areas of the capital city and the countryside. Chauffeurs must exercise sound judgment in selecting appropriate routes from point A to point B, taking into consideration unrest or other unusual circumstances, and traffic patterns at various times of day. Chauffeurs must practice patience, self-control and be able to defuse potentially dangerous situations to protect their passengers. The primary purpose of this position is to serve as OHA Driver to drive OHA personnel, VIP and TDY visitors of OHA within Mali as security situations permit. When not engaged in work directly for the OHA personnel, the jobholder participates in transporting Mission employees in the conduct of official business; and, as needed on special occasions providing back-up assistance to the Embassy Motor Pool.

MAJOR DUTIES AND RESPONSIBILITIES : 

The Chauffeur in providing service, including after hours, on the weekends and public holidays, s/he:

  • Operates a Passenger and Non-Passenger Motor vehicle in accordance with local laws, USAID regulations, and Motor pool Dispatcher’s instructions to transport USAID/Mali-OHA personnel and visitors for official business within the city of Bamako, including the international airport and to points within Mali and other regions if necessary. (50%)
  • Makes regularly scheduled courier trips to pick up and deliver mail periodically during the working day. Delivers documents and supplies, makes a regularly scheduled run to pick up and deliver mail or other items one or more times a day. (30%)
  • Maintains vehicle in clean and serviceable condition and performs minor preventive maintenance.
  • Verifies and completes Daily Preventive Maintenance Vehicle Checklist. Completes trip tickets and other daily vehicle records.  (10%)
  • Registers Daily Vehicle log book into the System. (10%)
    • Maintains good appearance, clean and good smell uniform with change at least twice a week.
    • Reports any damages to the vehicle as a result of an accident or other causes.
    • Follows driving regulations and safety rules to avoid traffic accidents. Uses sound judgments to choose the best routes; enforces “NO SMOKING” and sets seat belt regulations; observes safety rules in changing tires whenever necessary.
    • May escort passengers to and from the airport or handle other travel formalities.
    • Distributes invitations and also drives VIP visitors as required.
    • Performs daily and weekly vehicle maintenance checks.
    • Occasionally escorts passengers to and from the airport, handles formalities.
    • Drives VIP visitors and other passengers in city or outside Bamako upon OHA Director or Deputy Director’s instructions.
    • Drives outside of Bamako on field trips for one period or extended periods.
    • Ensures the passenger’s safety and comfort. Secures funds and makes payments for vehicle fuel, tolls and hotels. Performs basic translating services and also basic mechanical repairs.

MINIMUM QUALIFICATIONS : 

Education: Completion of Secondary School is required. Completion of two years apprenticeship in motor vehicle mechanics is preferable. 

Prior Work Experience: 5 years Driver experience within Mali is required. At least one year of driving experience should have been with a government or an international organization. 

Language Proficiency: Level III English and Level III French language proficiency is required. At least one local language is preferred. Language competence may be tested.  

Job Knowledge: H/she must be familiar with local traffic laws and area traffic patterns, location of project sites, and locations of major buildings, organizations, diplomatic missions, and government offices, as well as the shortest and safest routes to destinations. H/she must be able to perform first line maintenance/repairs. After the initial period, the incumbent must be able to find his/her way to and from meeting locations, offices, etc. without the assistance of passengers.

Skills and Abilities: The chauffeur is required to have a minimum of a standard local driver’s license with the required professional driving permit or host country equivalent. In addition, the jobholder should hold the appropriate driver’s license relevant to the vehicles operated i.e., truck. The ability to exercise sound judgment in selecting the most appropriate routes at any given time is required. The ability to complete incident reports accurately is required. Excellent defensive driving skills are required, as are strong interpersonal skills. The ability to deal tactfully with passengers and with other drivers in order to defuse and resolve difficult and potentially volatile situations that may arise during travel is required. Patience and persistence in interacting with working-level employees of governmental and non-governmental ministries/offices to obtain documents is essential.
