Job Summary

As the Senior LSFF Project Officer in the English- and Portuguese-speaking countries of West Africa (Ghana, Gambia, Nigeria, Sierra Leone, Cape Verde, Liberia) you will facilitate the achievement of project objectives by coordinating all activities and reporting, and providing technical guidance and advice to staff and implementing partner(s) to advance the work of Catholic Relief Services (CRS) to serve the poor and vulnerable. Your coordination and relationship management skills will ensure that the project you are responsible for applies best practices and is constantly working to improve the impact of its profits on those we serve.

Responsibilities of the position

  • Organize and direct the implementation of all project activities assigned to you as outlined in the detailed implementation plan, in line with SRF program quality principles and standards, donor requirements and good practices.
  • Ensure that learning accompanies project activities throughout the project cycle. Assist in accountability by coordinating project evaluation activities and guiding partners in their reflection on project experiences. Analyze implementation challenges and report on discrepancies and/or gaps to guide adjustments to implementation plans and timelines.
  • Coordinate and oversee working relationships with all local project stakeholders and serve as a contact person between them and the project team to mobilize local stakeholders and promote project activities and impact.
  • Supervise and inspect various processes and resources at project sites on an ad hoc basis to ensure timely implementation of project activities and adherence to established standards and procedures. Ensure proper verification of resource utilization for project activities through periodic budget reviews and monitoring and assistance to the implementing partner.
  • Support and coordinate capacity building and technical support activities to ensure that your assigned project activities are implemented according to project guidelines and standards.
  • Coordinates the provision of potential logistical and administrative support to staff and partners.
  • Check that the documentation for the activities assigned to you is complete, with all required documents, and that it is classified according to the requirements of the agency and funders. Assist in the preparation of trend analysis reports and documentation of case studies and promising practices.

Required training, experience and capabilities

Education and experience

  • License required. A degree in International Relations or in the field of Food Science and Technology Public Health/Nutrition would be a plus.
  • Minimum of 4 years of professional experience in project support, ideally in the field of public health and nutrition policy and compliance and/or food fortification technology and for a relevant NGO or public sector entity.
  • Capacity building expertise and multi-sectoral coordination with seriousness and diplomacy.
  • Minimum of two years of experience working collaboratively with government partners, ideally in a technical advisory/delivery capacity, to advance a public policy agenda.
  • Additional experience may replace some studies.
  • Required languages —French, and a working knowledge of English.
  • Travel — some trips mainly within West African countries and License required.
  • Experience working with partners, participatory preparation of action plans and community involvement.
  • Experience in supervising staff is a plus.
  • Experience in monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office software (Excel, Word, PowerPoint).

  • Preferred Qualifications •Experience working with partners, participatory action planning and community engagement.
  • Experience in supervising staff is an asset.
  • Experience in monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Good command of English and a command of basic French.

Language: Fluency in English, and working knowledge in French

Travel required: Frequent  visits to West African countries for meetings.

Key Labour Relations:

Supervisory responsibilities: None

Internal: WARO LSFF; CRS country program staff in the 15 ECOWAS countries where the project may touch due to staff/consultant locations or training/convocation venues; other CRS HQ-PIQA or other staff who may travel to the region to support the LSFF project.

External: counterpart implementing agencies; government stakeholders, private sector entities, suppliers, consultants.
